Mechanized Infantry has been moved to Tracked Units in RoM. While this makes a certain amount of sense, it disallows the City Garrison promotions for it. A Modern Infantry with CG31 has a strength of 87.5, while a Mech.Inf with Combat 3 is only marginally better at 91.0. These will be further boosted to 100.0 and 108.5 with the 25% fortify bonus. I don't have the game available right now, but as far as I can remember, the next unit to get GC is Special Infantry, which is quite a bit to the future from Mech.Inf. Combine this with the availability of Armor M60 and Modern Armor, which when promoted to City Raider 3 have strengths of 108.0 and 157.5 respectively, and we have a significant defensive gap in the late modern era.
It's of course possible to use the armors for defense as well, but there's just no promotions available that can match the bonus from CR. A Mech.Inf with GC3 and full fortify bonus would have a strength of 140.0, which still doesn't quite match the level of offense available in that era. I think that in any other era it's possible to adequately defend cities from contemporary attackers.
Can anything be done to remove this disparity? Maybe bump Mech.Inf's strength to 75 and either give it access to the GC line or a 25% city defense bonus?
1 It's reasonably easy to build level 4 units everywhere as a charismatic leader, and should be possible for others as well.
