In my estimation, it will take about 18~20 turns (it's about 12 tiles) to reach Boston for MoM. Research would take about 12~13 turns at 100% to reach Constitution+Economics.
After my set, we should consider whether 4 turns of GA is worth the lost turns of FM+Rep+OR+religion... almost certain not however.
For sure the 4 turns of GA is huge. The biggest advantage of civic is FM, which will bring ~60 C per turn. Rep is excellent when cities are big enough to run specialists. We can save citizens to wait for OR bonus.
