Of course, someone devious could make a secret pact, DOW on a neighbor, but each person only attacks once, while they both claim nine provinces each turn. That would be fairly obvious, but technically within the rules.

TK said you can't expand normally while at war, so this isn't a problem. ;)

I repeat, you cannot claim at all while at war. If you are at war the only way to expand is to attack other player's territories.

Taillesskangru, i seriously doubt people will sign up beyond the first day. you'll probably pick up 2 or 3 more people, and about a dozen impatient people.

Well. I'm reintroducing the UN from past IOTs. In case of territorial dispute, they can either deal with it between the two of them, or take the matter to the IUN (which still exists, but now functions more like the United Nations in our time) who will call a vote. (You can also propose other resolutions at the IUN as well).
 
awww, it should be first come first serve. That way, those who claim last have the advantage of knowing everyone else claims, but those who claim first have the advantage of garenteed claims.
 
No, it shouldn't. That means that whomever happens on the thread first is guaranteed their claims, which is clearly unfair. I'd want a little more thought to go into settling claims than "he posted first".
 
sorry, but i am in favor with first comes first serve. it is clearly the best option, rather than dragging the game to a standstill with so many disputed claims. you either take it or lose it. its that simple.
 
no that ideas lame. You should be able to contest people claims.
 
why contest a claim? if you claimed a province immediately east of Moscow, i wouldn't have enough evidence to contest it, since you claimed it first. the only evidence i ahve for contesting is that said territory would be uncomfortably close to the capital. i could either move the capital or immediately conquer it...

...by the way, both the desert Empire and Russia has similar colors. would that confuse people?

well the thing is, currently the best tactic is wait for everyone else to claim then claim based on what they are claiming. Its a strategic advantage. This takes away that said strategic advantage.
 
If someone is obviously waiting until someone else claims and then claims those specific provinces as well, they're clearly stirring up matters and the UN would be able to detect this.
 
I disagree, get your claims in fast, and people will instead look elsewhere...

also, what is going on with Portugal/Brazil.. they seem to have too many claims?
