Night of the Crown’s Hounds blankets England in terror!
London, The United Kingdom of Great Britain and Ireland

The streets of London ran bloody this May, as clashes between local socialists and SSS troops escalated rapidly. Throughout the year, minor one-off disappearances would continue to happen, forcing many into exile, or if they could not leave, hiding. Acting on tips of potential foreign agents in London, the SSS and military units hit several working class neighborhoods to arrest said agents, only to be met with protestors in the streets, some of whom had weapons. While the protesters were brave, most were ultimately gunned down. Similar situations happened simultaneously in Manchester and Cardiff, and the newspapers that are still willing to speak out have called this attack “one of the most vile attacks on Western democracy”. France has seen a heavy increase in migrations from the United Kingdom, and some have even taken up offers of asylum in Bavaria. In the UK itself though, these actions have further solidified the Fascist hold on power, and many workingmen once seen as potential socialists are too fearful of their lives to speak out. However, many wealthy republicans have refused to be cowed, and are contemplating how to force new elections.

Of particular note, especially known outside of the UK, is the blatant abuse of power by the SSS. During the Night of the Crown’s Hounds, a Sicilian reporter on the scene described it as a rise of a “Captoregime”, of SSS officers not motivated from their beliefs in Fascism, but instead in the advancement of their own personal grudges and desires. The Sicilian noted that many of the “foreign agents” were neutral writers like himself, porters, and maids, simply trying to make a living in London. The SSS claimed they were spies though, and had free reign to ransack their homes and rape the women. While the report does note that in some areas there were gunfights against legitamete rebels, for the most part the SSS acted criminally and negligently. The report has significantly damaged Britain’s prestige abroad in democracies, and at home with non fascists and imperialists.

French Film Festival draws incredible crowds
Paris, France

The main government established French studios had an excellent debut showing for 1932, one year after their formal establishment. A nationwide “Film festival” was declared, with workers, peasants, and everyone in between eagerly packing cinemas to see the hits produced by the “establishment” studios. Six studios debuted their hits with a variety of different themes and settings. Strangely enough for the birthplace of modern socialism, the overtly political movies did very poorly. “Utopia”, a tale of a great city in the clouds for the rich, help up by great steel beams constructed and maintained by the workers, suffered both from its preaching message and from the fact that it was the only movie presented that was silent. “The Emperor”, a thinly veiled denunciation of the Emperor Napoleon, was also generally considered to be very stale. The best received ones were the two that had almost nothing to do with politics, or those that presented the film in such a way that it wasn’t even noticed. “Lord Leo”, a film even neutral critics greatly enjoyed, hid an anti-colonial message in a film of a giant lion being captured in Africa, brought to Paris, and getting loose, causing havoc in the city before being killed. “Fantastica” was a musical film, the first of its kind, and its “My heart belongs to you” score was described as breathtaking. Animation though was completely ignored.. Overall, the French film industry has made impressive progress, especially in terms of cinematography techniques, in a short amount of time, with most declaring that their films triumph anything currently made in Gotham, Britain, Russia or Italy. And as the Germans look to build their own film industry, they may do well to note the hands-off approach the French took to their performer’s politics if they wish to create truly great art.

Dutch Elections keep the status quo
Amsterdam, Netherlands

Despite the recent announcement of the allowing of all parties, be they socialist or fascist, to run in this year’s elections, Dutch voters decided to enforce the status quo of the nation and once again elected the Freeman party. This comes as a major disappointment for monarchists and fascists, and there is talk of putting together a coalition of the more nationalist and conservative parties for the 1936 election.

Year of the Engine
Berlin, The Collective Republic of the Ruhr

In an exciting spirit of festivities in the Ruhr, the new “Year of the Engine” was declared, a challenge to all in the Ruhr to work to help innovate and produce for the Collective Republic. The long awaited rollout of the official Volkbus was met with fanfare, though the actual unit was somewhat of a disappointment. This did not dampen the enthusiasm for the Year of the Engine though; in fact it motivated the various Councils of the Ruhr to work on their own models of the Volkbus, and by the end of 1932, a new factory was able to display an improved model that was not as prone to breakdowns. The roads in some Ruhr cities are already seeing improvements, and the people of the Ruhr are greatly enjoying the mobility the buses provide. Critics in other countries, and even in the other German states, continue to note that rail is a far superior method of transportation for heavy materials, but an impartial observer cannot help but note that the Ruhr’s automobile engines are easily the most advanced in the world at this point. The festival was a success, and many artists have been gearing up for next year’s “The Year of the Arts”.

Futurism in GFA on the rise?
Berlin, German Federalist Alliance

Not to be outdone by its rivals in the Ruhr, the German Federalist Alliance has made its own scientific policies. In competition with the Ruhr’s “Year of the Engine” is the GFA’s “Prometheade”, a competition of sciences and intellectual games. Students and professionals displayed their theories in physics, engineering projects, and excellent chess strategies. The Prometheade has coincided with a shift away from the humanities in schools to focus on a much more science emphasized education, and even the establishment of Forschrittistism as a leading state ideology. While there have been generally no complaints from the populace, there has been some grumbling among generals, particularly those from the old Kaiserreich, that the people’s energy would be better spent in uniform and making guns in preparation for the Russians.

Bavarian tourist shot in Austria by radical Lipplerite
Wien, Austria-Bohemia

Headlines throughout Bavaria, the Czechlands, and Austria were made this year as a tourist from Bavaria was shot in a Vienna tavern. The shooting occurred following what observers termed a “heated debate” on the merits of anarchism versus communism, though what further investigation reveals was actually the projections of a drunken Viennese man harassing an innocent and benign tourist. The Viennese man, apparently an avowed advocate of Augustus Lippler and his policies, was ranting about socialist spies, believing the Bavarian man to be an agent working for the Bavarian Workers’ Council Republic. Although the Bavarian denied the claims, the Viennese man pulled a gun and fired on him twice before half a dozen other inhabitants in the bar also pulled their guns and shot him down. The assailant bled out on the scene, and the Bavarian was rushed to the local hospital owned and operated by the Catholic Arts Society, a publisher of radio shows and major player in Austria’s heavily corporatized political sphere. Although the event appears to have been an isolated occurrence, the Bavarian government has remained conspicuously silent on the shooting, and Augustus Lippler himself has stepped forward to say that, while he does not condone the actions of the lone shooter, he sympathizes with his paranoia, proclaiming that socialist spies are a very real possibility in this day and age.

Coup in Turkey ends hope for peaceful solution to Bulgaria Crisis
Ankara, Turkey

The rapid and wildly successful invasion of Bulgaria was met with great fanfare in Turkey, though outside powers were significantly less jubilant about the prospect. A variety of declarations of war, including from France and from Russia, were staved off through the diplomatic efforts of the United States and the United Kingdom, and the Turkish Prime Minister, facing a powerful coalition against his state, negotiated a withdrawal and reparation payment to Bulgaria. In addition, he not only agreed to resign, but also agreed to make Turkish leadership available to war crime tribunals. This agreement stunned the Turkish leadership; where was the man who boldly fought the Communist and student militias in the 10’s and 20’s? Before he arrived in Turkey, the Council of Deputies and the military leadership promptly discarded him, and a new Prime Minister rose to power. The new Prime Minister has declared the Treaty of Rome’s Turkish negotiating party to be illegitimate, and has instead rallied his country to the defense of the Sublime State. With Italian troops yet to show, Greek, Romanian, and Russian troops have collected at the border, unwilling to strike due to being outnumbered by reinforced Turkish positions. In Bulgaria proper, the Transitional Authority has worked with Turkish troops to eliminate or co opt most partisan units, with only the socialists and anarchists still fighting on. Turkish units have mobilized to the borders, and a wave of support has hit Turkey for the new Prime Minister. Fascism has never been more popular, as the people prepare to defend their honor as a nation against those who seek to delegitimize them.

Collectivism making headway in Sweden?
Stockholm, Sweden

The People’s Army of Sweden has continued to make little headway in its transition from military to civil government, in part due to the continued power of the “enemies of the people”. Of particular worry are the conservatives wishing to bring back the King from exile, and the Fascists who, while still small, command a very loyal base of supporters hostile to the regime. The military governing body had hoped its policies of a mixed socialist and capitalist economy would ease tensions, but it seems to have only inflamed them. Some socialist hardliners have been enticed to the Collectivist ideology that is less inclined to compromised. So far, perhaps less than 10% of socialists are Collectivist, but as the instability of the Swedish state continues, perhaps these Collectivists will become a force before long? The People’s Army commanders are becoming more worried about the instability of the government, and some have even proposed a “People’s War” against the enemies of Sweden, if only to preserve the military’s power.

Spanish reforms continue to frustrate elites
Madrid, The Spanish Republic

The Spanish Republic has continued its heavy shift to the left, much to the dismay of conservatives. The Spanish Republic continued the land buyback reform, giving cash poor but land rich aristocrats, who would then often leave the country with the money. While there has been some grumbling from hardliners saying that the land should just be taken from the aristocrats, others are happy that a peaceful situation was found, and the common people are grateful for their new lands. However, another reform is pushing the boundaries of the military, with the establishment of “Military Police units”, functioning as little more than political spies. Even officers loyal to the Republic and liberal ideas have been worried about these new officers, and there are loud protests from the military establishment to end these units. While the military police have not found anything concrete, they are extremely worried that a coup is being planned and have kept their eyes on a few influential senior officers in particular.

ASIA AND AFRICA​

National Han Republic of China destroys Qing ports, seizes Beijing, scatters Qing forces; Russia occupies Xinjiang amidst storm of controversy

The Chinese civil war has taken a decisive turn as Republican forces finally managed to secure a major victory over the Qing in the wake of a devastating nighttime marine attack on Port Arthur and several other key Qing shipping centers. As Qing forces scrambled to respond, they found their logistical situation in and around Beijing heavily strained - a weakness that Republican forces quickly exploited. A long summer siege of the capital city finally ended as the Republicans encircles and captured the defenders, including the Qing Emperor, who refused to evacuate the city. Qing forces have been relegated to the countryside and several key locations throughout western China, where they lick their wounds and prepare for the next bout with the newly victorious revolutionaries. The seizure of Beijing has resulted in the National Han Republic of China all but declaring victory over their foes. However, it was a short-lived victory: not weeks after the capture of Beijing, Russia occupied the western reaches of Xinjiang, only sparsely defended by token Qing garrisons. This has resulted in severe rhetoric throughout the Republican political sphere against the Russian bear, calling for war if Xinjiang is not placed under Chinese control. For the time being, however, it is clear the Republicans have their hands full with remaining Imperial forces - who have vowed to retake Beijing at all costs - so that Russia’s control seems assured over what Russian politicians are already calling “mother Russia’s newest conquest.”

Controversial new schools open in British India
Calcutta, British India

The government of British India has announced a surprising new initiative in the form of new English language schools. Unlike most British educational efforts, this initiative is being aimed at the entirety of the Indian population, not just the elites. With few schools accessible to those not positioned in the elite castes, the authorities have either repurposed or built buildings and have secured a supply of English teachers and primers for urban areas. The first round of classes have begun, and turnout has mostly been limited to the middle castes and the most progressive of Indians. Very few members of the lower castes have appeared near the schools, and the ones that do attend are often bullied and beaten, while the elites have stayed in their own private schools. The schools also have a very strong attendance record by the Muslim population, and their attendance comes from both the middle and lower classes. The project has been met with a variety of emotions from the populace, the government in Calcutta, and even from London. Some feel that the English language can be a unifying force for Indians, across ethnic, religious, and economic lines. Some of the British even have dreams that this will help tie Indians to be loyal subjects to the Empire. Others however, are worried that this policy will upset the delicate “divide and rule” strategy that has underpinned British dominance, and are looking to London to end the policy before it gets out of hand. Some Indians are excited about the ease of access to English education that would otherwise be out of reach, but others are refusing to attend due to anti-British feelings. In any case, if the Governor-General is to proceed, his next step is to ensure access to the schools in rural areas and to encourage the attendance of all Indians, even those in the lower castes.

With war in China continuing to rage and newfound Russian expansionism in the region, the Korean Emperor has embarked on a series of impressive fortifications on the Yalu River in hopes of blocking off any land based invasions. Hoping to find a neutral power to lend engineering and other technical assistance, Korea made use of a new agreement with Persia to bring in technical experts. Though not as sophisticated as a fort constructed by the United Kingdom, the Yalu River forts are vastly improved compared to the previous fortifications, and most military observers feel that it would take an enormous advantage in men and firepower for the Russians to break through. There have also been plans drawn up to help fortify potential beach landing spots to help further secure the country, but some of the bolder advisors note that many peasants in Korea are still going hungry and that internal dangers can be just as dangerous as external ones.

Riots in Azerbaijan, Turkmenistan
Baku, formerly Russia

In the Russian provinces of Azerbaijan and Turkmenistan, a disturbing report was announced that 250,000 Azeri and 250,000 Turkic people were to be evicted from their homes and moved to Persia. This action, likely prompted by reports of dissent in Turkmenistan, caused a huge backlash among the community. Those who had been more or less content to live under Russian rule were outraged about this action, and rioters in key major cities seized important arsenals. Of particular note was the fall of Baku, the capital of a key oil producing region. The Turkic militias are much better armed and organized, but most experts believe that if Russia were to move quickly and promptly, the rebellion can be quarantined to the cities and crushed easily. However, with tensions rising in the Balkans and the recent Russian invasion of Xinjiang, many are wondering if even the Russians have the ability to tackle all of these fronts simultaneously.

First Factory Fortresses open for business!
Fort Marie, Australasia

In Australasian occupied Indonesia, the first of the brand new Factory Fortresses have been rolled out, to considerable coverage by the Australasian press. Of particular note has been Fort Marie, named after the Queen, with imposing concrete walls for defense and fairly impressive amenities not usually available to Indonesians, especially outside of Java. The fortresses even include posh quarters for White Australians. The program has captured significant cross-demographic success, a rarity for projects of this scale. The military feels the forts truly help establish Australasian control in the region, defending them not just from internal dissent, but also from the Americans. Indonesian laborers are attracted to the housing and the wages paid, and the fact that, unlike Australia, families can be brought to the fortresses. This draw is so intense, there are Indonesians leaving Australia, to the rejoicement of those who wish to keep Australia proper “Pure”. Indonesians not working in the factories have offered their services as cooks, launderers, and even maids to the Australians at the facility. There are of course detractors, such as Australian factory workers, though because a relatively low percentage of the Australian population is employed in factory work, it is seen as overall a net gain for the nation. Small businesses are looking to export operations to Indonesia where things are cheaper, and the military is encouraging businesses to put more money into research and development for new weaponry, as production costs are looking to go down. All in all, the first few forts are a success so far, but the cost for just three of them have been fairly expensive and time consuming to build. And further down the road, it will be important to prevent defenses from decaying or crumbling, and to ensure that the fortresses do not become overcrowded. There is the choice that could make the fortresses cheaper by constructing them with wood and foregoing the high stone walls, though the defensibility and the intimidation factor would be significantly reduced. Perhaps a larger worry though is les the Americans, and more the Dutch maneuverings to have Indonesian returned to them.

South African police busts open another African terror cell

Cape Town, South Africa

In yet another victory for the fine folk of the South African police forces, a cell of fifteen African terrorists were arrested on charges of plots to overthrow the government, possession of weaponry, and most alarmingly, possession of subversive literature. The literature in question was highly socialist and highly anti-colonialist, putting a call out for the end of the South African government. Due to the anti-colonialist nature of the pamphlets, leading experts do not feel that these pamphlets are French in nature, and most feel one of the German states is a likely source. South African authorities have advised the population of remaining vigilant, and the police are working on strategies to suppress rebellions. Of particular interest recently was the use of placing troops in armored cars to transport them to dangerous areas quickly. While the cars themselves are small, it has given one Major an idea, modeled on the idea of the Ruhr’s Volkbus, to make armored trucks and buses to help carry troops to the front, and is looking to find investment from the government and private industries to make a prototype.
 
THE AMERICAS​

Democrats hold on to the White House!
Columbia, United States of America

In the most heavily contested election in modern US history, Democrat Thomas Wayne was confirmed by the governors to become the next President of the United States of America. Going into 1932, the Progressive platform promised to rewrite American life, scaring party elders into offering some significant concessions. Keith Hamil of Tidewater’s reactionary stances were considered non-starters for the elites, and Wayne was able to secure a first ballot victory at the convention. To keep the support of hardliners, Wayne downplayed any talk of racial issue reform, but instead focused on the plight of urban workers, promising to help regulate the trusts that kept wages so low and promising to take a neutral stance to workers (as opposed to pro-employer in the current policies). These policies were designed to help engender some support from the urban working class, and though they still went Progressive by a ratio of 3 to 1, Wayne’s commitment to better working conditions and silent implications against blacks helped secure some votes. Wayne’s true base were the rural voters, encouraged by the idea of solving the Mexico issue and the promise of a “Farm Bureau” to help extend lines of credit to farmers. This, and the collapse of the Republican machine in Great Plains, helped secure seven votes, including Hamil’s in Tidewater (much to his displeasure, but better Wayne than a Progressive), and helped avoid a potential constitutional crisis.

However, as one crisis collapses, others emerge. The Republicans have more or less collapsed, and business owners having little choice between the hostile Democrats and Progressives. In the west, Governor Austin Fremont of Jeffersonia has created The Progressive Governors Association, designed to help various Progressive governors stand together and resist demands from the capital. And in Louisiana, the assassination of a high profile politician has stirred up racial tension like never before. Six white men threw bombs at a Black church, and when the six were arrested, angry Whites went on to burn a Black neighborhood. Incidents of White on Black violence have increased significantly in Alleghany and Tidewater as well, and Alleghany’s legislature has debated right to work legislation in the state to prevent labor shortages. All in all, most commentators feel that Wayne’s victory helped stifle issues for now, but note that the US is not nearly as stable as it would like to think it is.

Monterrey threatened by Raiders!
Monterrey, Republic of the Rio Grande

The Republic of the Rio Grande got no reprieve from the onslaught of Ignacio’s raiders this year as what had been limited to a series of small-scale engagements escalated into a sudden battle for Monterrey - the very heart of the Republic. The Rio Grandese government wasted no time in calling up as many soldiers as it could, a call that was bafflingly answered by a large number of volunteers from the United States. The threatening posture of the raiders provoked the Rio Grande into venturing out to meet the raiding forces, resulting in a major battle at a nearby river crossing. Against hails of bullet and small artillery fire, the Rio Grandese launched a spirited attack on the raider-controlled position, and after many hours of fighting managed to secure control of the battlefield and force the raiders into retreat. The battle successfully secured the Rio Grandese’s defensive posture over Monterrey, though with heavy casualties. Over the remaining duration of the year, the Rio Grandese attempted to press what they perceived to be their strategic advantage - a notion they were swiftly disabused of as it became clear they could not contend with the raiders’ swift and mobile tactics. The raiders continue to run rampant in the Rio Grande as the republic’s dwindling army struggles to assert itself against a foe that has seemingly neither end nor mercy.

Trouble in Zacatecas as armies continue to fight in the Rio Grande!
Zacatecas, Ignacio’s Territory

Local gang bosses, left to steward over Zacatecas’ home territory while Ignacio continues to fight the Rio Grande, experienced an explosive confrontation for control and influence this year without the immediate supervision and tight-fisted control of their commander. A bloody shoot-out resulted in at least two clear and hostile gangs forming, a development that promised to be destructive until a strongly-worded missive from Ignacio himself quelled their ambitions. The missive was fortified with new shipments of supplies and treasure plundered from the Rio Grande campaign, which for the time being remains profitable enough to keep Ignacio’s men in line, however tenuous their control appears to be in some places.

Mexican civil war reignites; hostilities renewed between Imperial and Republican factions

What had been a quiet front in the heart of Mexico turned loud again as the self-proclaimed Empire of Mexico launched a renewed offensive against the Republicans. Although at first it did not seem as though the imperial forces could make any headway against the dogged defenders, the much more successful campaign of the Oaxacan Commune gave them the breathing room to gain some moderate ground. While the fighting in the west is certainly no less violent than the fighting in the south, it’s clear that the republicans have their hands full fighting the socialists of the Oaxacan Commune, with the imperials - much to the dismay of their woeseome pride - a relative footnote in the ever-worsening Mexican civil war.

Oaxaca Commune strikes truce with Mexican Imperial faction; invades Republican territory, makes serious gains in the name of socialism
Mexico City, Republic of Mexico

Headlines were made across Mexico as, in a shocking move, the Oaxaca Commune and the Empire of Mexico agreed to a public truce and cessation of mutual hostilities. The result: a long, wide front against two of the Mexican civil wars’ most promising factions for the increasingly desperate Republic of Mexico. In a slew of tactical disasters for the Republic, the Oaxaca Commune managed to catch several Republican divisions off-guard, driving them back and seizing large spates of territory early on in the campaign. Perhaps realizing the threat from the socialists was greater than the threat from the would-be imperials, the republic quickly diverted the majority of its forces to stemming the tide coming in from Oaxaca. Nevertheless, Oaxacan forces managed to push all the way to Mexico City, where the Republic has mounted a ferociously bitter last stand. Both factions have poured large sums of men and materiel into what has so far proven to be the bloodiest battle of the Mexican civil war, with the very heart of Mexico and the republic hanging in a very delicate balance.

War spreads in South America; Argentina and Chile jointly declare war on Bolivian Empire, denounce Bolivian influence in Brazil and Brazilian imperialist faction
Santiago, Chile

Perhaps feeling as though the New World had not seen enough blood in the past few years alone to account for decades ahead, the Republics of Argentina and Chile issued a joint declaration of war on the Great Bolivian Empire, citing Bolivia’s expansion of support for the Empire of Brazil - a political entity that is increasingly seen among South Americans as little more than a puppet of its masters in Sucre - and its long history of hostile diplomacy against its neighbors. The Argentina-Chile coalition has demanded that Bolivia end its support for the Empire of Brazil and demilitarize. Both sides were quick to mobilize in the weeks following the declaration, as Bolivia naturally denounced the invasion and declared Argentina and Chile to be acting as puppets of socialist regimes worldwide. Perhaps in retribution for this, Bolivian authorities have arranged the mass arrest of socialists and socialist sympathizers throughout the country, even while the explosive offensive of the Argentina-Chile coalition won serious ground. Bolivian troops, outmanned and outgunned, have nevertheless given a good account of themselves, and the Bolivian government has pressed over 200,000 new soldiers into service in blatant contravention of the Coalition’s demands. All across southern Bolivia, the heat is quickly rising in what promises to be a long and bloody new war.

Brazilian civil war continues as Socialist forces mount major offensive; Imperials hold their ground at land but lose at sea

The Brazilian civil war reprised this past year as one-half of what some observers are now calling “the Great South American War.” The Democratic Republic of Brazil, marshalling its forces for an all-out assault, gathered its strength and attacked at both land and sea. The forces of Imperial Brazil, well-trained and well-equipped, managed to successfully repel offensive after offensive coming from the DRB, owing to their strong defensive posture and the favorable circumstances of terrain, and supplies coming in from outside supporters such as Bolivia, the United States, and the United Kingdom. In fact, the supply situation seemed like it would only improve, as certain key elements of the U.S. navy moved in to help establish a blockade over the DRB - however, it was not to be. The DRB, perhaps anticipating the blockade, or perhaps seeking to press its advantage at sea, commanded its naval forces to attack and destroy the Imperial ports. The move was so shockingly cynical that it caught the Imperials off-guard, never expecting the rebels would go so far as to shell and destroy entire port towns in their quest for victory. However, the campaign was an unmistakable success: the U.S. admirals, unwilling to commit to a major naval engagement with the rebels, backed off and could only watch as the Imperials’ ports were demolished. The resulting situation has proven seriously unstable for the Empire of Brazil, as the Bolivians’ commitment to hostilities with its southern neighbors has meant that the Empire’s formerly lush foreign support has dried up significantly. Plagued with an increasing spate of desertions and the fanatical advance of the socialists and their screaming air forces, the Empire’s situation is growing desperate despite the serious casualties inflicted on the rebels. Perhaps nothing more marks the seemingly inevitable end of the Empire of Brazil than the graffiti that adorns the walls of every major city in imperial territory: “Viva a revolução!”

Great Britain and the USA have to declare war on Turkey, it violated the Treaty and showed the world that it can not be trusted, it has ot be put down now.

The Romanian Kings asks the Shah of persia to assist us in fighting the Turks. While persias conquests are 'shocking' they are nothing near as terrible as what Turkey does, they have to be stopped.

The Democratic Republic of Brazil calls for the unconditional surrender of the Empire of Brazil. In the current state of affairs, this war will be completely isolated from the globe. This means the only ones who lose for a prolonged conflict are Brazilians. When even the the ones you rule call for the revolution, it is undeniable. The people of Brazil have spoken, and it is time for Democracy to prevail. As a show of good faith, we promise the highest government officials of the Empire will be allowed to seek asylum in a friendly country if the Empire accepts the will of the people. This does not have to result in the ruin of our nation.

Romania is not a major power and should await the studied views of the United States, United Kingdom and Russia regarding the Turkish Question. France is invited to observe and discuss the matter.
 
The Iranian government is extremely displeased with the situation occurring in Azerbaijan and Central Asia currently. It was a condition of the Russo-Iranian agreement on the population transfer that we would not take those forcibly pushed towards our borders - and with over 18 million discontented people in the regions in question, we do not think it is particularly unreasonable to expect that the Tsar's government could find half a million who were willing to relocate somewhere more permitting of their way of life.

While we understand tensions are high in both regions, we call on the Russian government not to violate any further agreements, and to allow the Muslim peoples of these regions to remain unmolested and unharmed until such time as a more viable solution presents itself. We do not wish to see our cultural kin harmed, nor the recent progress in Russo-Iranian relations soured. As such, we are again willing to participate as a moderator and attempt to broker and support a peaceful and positive diplomatic solution to this conflict.

Regardless, we call upon Russia to show the world it is willing to honor its international agreements, and to resolve this situation without a further loss of life. Without adherence to the treaties we sign, we risk plunging the world back into a far more dark and desperate place.
