If a user receives an infraction or ban he/she can ask for this to be reviewed, the process is spelled out in the forum rules.

Essentially this involves:
  1. Discuss the Infraction/Ban with the moderator who issued it, if this does not resolve the issue
  2. Ask a supermod for a review and provide a copy of all the communication with the issuing moderator about this.

Once these steps are taken all supermods and admins will review the infraction or ban. Since December 2010 when this review mechanism was implemented a total of 42 requests for review were made and the following is a summary of the results:

2010 (starting in December):
Number of appeals: 5
Upheld Moderator actions: 5
Altered Moderator actions (lessened infraction/ban): 0
Reversed Moderator actions: 0

2011:
Number of Appeals: 19
Upheld Moderator actions: 13
Altered Moderator actions (lessened infraction/ban): 3
Reversed Moderator actions: 3

2012:
Number of Appeals: 10
Upheld Moderator actions: 3
Altered Moderator actions (lessened infraction/ban): 2
Reversed Moderator actions: 5

2013 (to date):
Number of Appeals: 8
Upheld Moderator actions: 5
Altered Moderator actions (lessened infraction/ban): 1
Reversed Moderator actions: 2

All I'm getting from this is that essentially it's too much of a hassle to try and overturn a moderator action unless it's blatantly wrong.

Not really, the effort some users put into formulation PMs of complaint to the mod that issued the infraction often easlily eclipses the effort neede for an appeal.
