Required start conditions:
1. Desert start. (Nice tundra start in theory should also work, but it is quite rare)
2. A lot of space around. The more the better. In fact you need nice places for 3-4 cities, then it is not important - it can be tundra, forest, desert or even snow.
3. You are able to take required pantheon.
Strategy:
1. Take pantheon. +1 from desert.
2. Spam cities. Put cities on luxuries to boost happiness. Spam as much as possible. Anyway happiness must remain positive.
3. Take religion. +2 gold from city + building pagodas.
4. Enhance religion. Usually it is required to enhance before third religion is founded. Take building mosque + ? (I think +30% is the best)
5. Close piety asap. Choose +2 tourism for each religion buildng.
6. Meanwhile buy pagoda and mosque in each city.
7. Now you have a lot of tourism. Number of cities*4.
8. Press 'end of turn' and achieve victory? No, not that easy - some comps may have a lot of culture, so some more action will be required.
That's it.
Now what i want to understand:
1. Race. Maya (Great persons, imba shrine) or Byzantium (additional building! +50% tourism) or Ethiopia (easier to take pantheon). In general on perfect, perfect start when Uluru is near capital, Byzantium is the best. But you will need tones of restarts to achieve this, on general starts you often can not take pantheon fast. (Rememeber that also you need a lot of space to build cities). With Ethiopia start is easier.
2. Politics. Start with liberty or take piety? With liberty expansion is easier, with piety tourism appers earlier.
3. Any your ideas are wellcome.
For now my best result is cultural victory on deity, 220 turn. Here are screenshot of world map on turns 100 and 200 ( I am in the right bottom corner).
