With each and every new set at first i feel it is less good than the others, but then i become more accustomed to it and accept it.

If you have any suggestions for improving this, i am still open to them since i have time yet to change the set. Do you like the third centerpiece, and the shade of green used?

Imo the shade of green is outstanding.

Is it possible to add another whole culture group to a mod?

If it has less than five then yes. Five is the ceiling for culture groups in civ3.
