Prologue: After the End
Dawn broke on the small settlement. Amid the ruins of a once-huge city, a small band of survivors of the catastrophe lived in poverty.
Once people of the greatest civilization in the world, now destroyed by their own indifference to environmental damage.
But today was different. Today a great leader had risen to power, the man who swore to restore the ancient glory. His name was Roosevelt, after a great leader of the Before Times told in the ancient scrolls.
That very day, he ordered the construction of a new city. From the ruins of the old would come the new. A new order. A new civilization.
New America.
That year the city was started. New Washington , they called it, as the area they had inhabited for so long was once the site of a great city called Washington. Or so the Holy Scrolls said.
Work was begun on training laborers to fix the ruined farms and mines outside the city, while wise men worked on how to keep the new mines from collapsing.
Exploration was key, said the new ruler, and so it was decided to explore the island on which they resided. It was not long until they discovered another tribe, living in the ruins of a city once called New York, who taught them the secrets of repairing the mines. Work began immediately on how to repair the old roads.
Further exploration revealed the island too small to support a growing civilization. They would need boats. Lots of them.
And so it began. The legend of New America, a land that would rival the ancient one that shared its name.
Book 1: Hope and Resolve
Chapter 1: Boats. Lots of them.
Years passed before the boat building technology became available. Roosevelt was not amused by the wait, but his advisers told him that it was because of the tropical wood. If they had been further north where there were temperate forests, boats could have been developed much faster. Roosevelt decided to be content with the fact that it was finished now, and that boats would be begun as soon as possible.
The first warboat came sooner than anyone expected, thanks to the newly-repaired mines pumping out metal for oars and dragon heads (which, as any Civ player knows, is absolutely necessary. Without it, the ship will not float). As it floated triumphantly out of New Washington, it represented the seafaring prowess of the nation that would be absolutely vital to its survival.
The ship was ordered to make for highlands in the west described by the Holy Scrolls. After months of journey, they did find another landmass, but oddest was the people on it! The ship's captain, knowing that he was south and west of Washington, decided that these must be the Fabled Mexicans, who, according to the ancient Scrolls, were not to be allowed into America's borders. (SPECIAL RULE: Because of the people's devotion to the Holy and Ancient Scrolls, no Mexicans are to be allowed into New America, meaning no open borders with the Aztecs. This is to reflect the misguided view that the New Americans have of their ancient culture because of the small amount of American literature that survives (The Holy Scrolls). I will not say what these Scrolls are now, but now you know they are anti-immigration.)

After hearing of these marvelous discoveries, the government in New Washington decided that exploration was of the highest priority. In a land ravaged by the Great Flood, the first to find and settle good lands would be the best off...
Chapter 2: Expansion
Later that year, workers discovered a strange metal that was excellent for metalworking. The Scrolls made no mention of it, but the Oxford Book Of Language did, and so it was called bronze.
It was important to control it as soon as possible, so it could be used to good extent. Many believed it could be used as weaponry, to defend New America from outside invaders such as the Mexicans and the mysterious hated faraway country mentioned in the Holy Scrolls. It was mentioned only once, but was unreadable due to water damage on the Scrolls themselves. The people of the country had flew giant dragons into a great American monument, destroying it completely. Regardless of the reason, a settling party was readied immediately and sent to settle in the vicinity.
They settled there as soon as they arrived. Calling the city "New York" after a similarly named ancient city in the vicinity, they set to work mining the bronze.
It seemed, however, that even the bronze was obsolete already. On an island to the west, explorers discovered a stronger metal that The Oxford Book called Iron. It was clear that colonization of new lands was necessary, and so the order was given...
"All exploratory seafarers are to return to New Washington at once. It is time to rebuild."

It did not take long after the order was given for the first such colony to be founded. The small city was built near the source of Iron, and was named Hudson, after what the Holy Scrolls called Hudson Bay. Unfortunately, the maps of the Holy Scrolls were woefully inaccurate, and so locating the position of the colony was difficult.
Soon after, iron was also discovered in the hills near New Washington. Metal from these mines boosted the industry of the city tenfold.
Directly after, the Mexicans "tried to hop the border fence", as the Scrolls would say. They were flatly refused.
The Mexicans were being particularly annoying. Roosevelt ordered the buildup of military and rapid expansion of the colonies. It was time to go to war.
