You had to respond now. I was literally seconds from posting the update, and now I've got to re-table everything.
Actually, eff it, I spent nearly a whole day and I'm not losing sleep for this. I'll post the stats I've got on-hand, but consider the rebellion ended. If I have time over the following days I'll edit the posts with adjusted economic stats.

Update 3 - October 2222
1 contested claim between New England and the ReUSA has been forwarded to the UN.
The United Nations has voted overwhelmingly to condemn the USSR for its domestic and foreign policies. A similar motion against the Allied Occupation Zone was dropped after the USSR quit the UN in protest. Subsequently, delegation is underway to determine whether Korea should receive the Soviet seat on the Security Council. Concurrently, Abyssinia has proposed new protocol for representation and recognition of UN members.
Protests in Siam and the Republic of the Plains have led to parliamentary suspension of military purchases until Spring of 2223.
Peace talks have broken down between the USSR and rebel factions. Recent uprisings in the west have left both sides with roughly equitable military and economic footing. Conversely, a settlement may be reached between the Formatters and their secessionist group following the defeat of the rebel army.

I s'pose it was partially my fault for trying to settle it mid-update. And here I complain about diplo-deluges after order locks. 
In my haste to get this out the door, I should also make note:
Overspending has left the USSR with a debt of 33 rubl' this season. If measures are not taken to improve income soon, the state may go bankrupt.
The Plains Republic is also overspent (due to the net effect of war on international trade), but equity should be restored by next turn so long as it makes no lavish purchases.
In my haste to get this out the door, I should also make note:

The Yamato Rebellion
With news reaching of the Jinari Government of the recent uprising of the Yamato territories. Shogun Shiden and his senators unanimously decided to show support for the Yamato Rebels. "Well, given the Emperor's rhetoric on calling us rebels. I take it the people at the Yamato-Jinari has finally had enough of his rhetoric. It's no surprise that this happened" quoted Senator Aki. The news came just as the Committee for the Jinari Declaration of Independence were just holding their first meeting on the process of drafting a declaration of independence to send to the Yamato Empire. "If the Yamato Rebels are on the same boat as us, we definitely should back them" Senator Kasumi said to reporters.
Jinari Industrial Sector Improving
With enough resources entering into Jinari. The Government has invested in the rebuilding and reconstruction of many of central Japan's old industrial infrastructure. Kawasaki Heavy Industries in Tokyo was the first industrial center to be completely rebuilt and it's shipbuilding subsidiary is soon to be expected to be rebuilt within months. Mitsubishi Motors is soon scheduled to be reopened within the coming weeks.
