OOC: I myself think that, realistically, things in Western Europe just aren't bad enough to warrant serious support for fascists and/or communists yet, even in Spain. Yes it's true that we all got defeated and that Spain is having to pay reparations, but it isn't like the war has seriously screwed up anyone's economy, or like any of our nations actually got invaded (except Denmark), or like any of our political systems have collapsed, as happened to the Central Powers after WW1.
 
OOC: Sorry to intervene, but the only ideology Franco believed in was ultra-Catholicism, and if there was a "Movimiento" was to provide a social base to the dictatorship, done through the union of the far-right parties against the wishes of most of their founders and eldest members, who were silenced. There exists no "Francoist" ideology other than ultracatholic nationalism.
 
OOC: I'm not too sure about that either, since this timelines Spain is among the more progressive states in the world. Its just as much of a constitutional monarchy as Brazil or Britain is, and much more liberal when it comes to natives - I think India might have some mode of self-government, if I interpreted Milarqui's old setup correctly.

Actually, luckymoose is very wrong here. Spain's government is fairly liberal in its structure, and they fought two internal wars throughout the nineteenth century to make it so. While the monarchy does possess some power, perhaps a little bit more than in Brazil and Britain, it is not much beyond his influences over the army and navy. India has some limited elements of self-rule, focused around the old Indian princes and aristocracy, who possess most of the real domestic power in India, but the Viceroyal leader of India is the one who has the absolute final say over all affairs in Spanish India.
 
Yeah, I think Spain's liberalisation and the resulting civil war was part of its semi-decline in the later 19th Century.

Also, yeah, Spry is right. Sure, Spain isn't going to have a dolchstosslegende, and there hasn't been a collapse of the monarchy and the country is still quite stable. However, Spain has just had almost a hundred years of being the most powerful nation on Earth, only to have that crashing down as one of its most loyal allies betrayed it. There are a lot of nationalists and radicals who have had their worldview shattered here, and they're not going to take it well. On top of that, all the Spanish veterans are going to be pretty angry that, even after advancing all the way to Burma and besieging Toulouse, the Spanish government surrendered. Western Europe isn't anywhere near a stage of revolution yet, but there's going to be some grumbling and general annoyance, which is where the Phoenixes come in. They're going to be part of an ongoing story - this is just the first we've seen of them, Franco, or Miguel Primo de Rivera.

While We were tempted to vote for Brazil, it is Our hope that this vote for a neutral continental power will serve as a beginning to mend relations with our neighbors. It must also be noted that the Breton peninsula is far closer to Occitania, and that it would be nigh impossible for all but the richest and most dedicated of Our subjects to enjoy the celebrations and sports events from an ocean and a continent away other than by the newspapers. Regardless of Our vote it seems assured that the events will be held in Brazil, and Occitania will be delighted to send its delegation of athletes and officials to the events.
To Franco-Burgundy: As a French sister monarchy, may we please be allowed to buy into your Triple Alliance Army doctrine? While we can not offer any written bonds of friendship at this point in time Occitania will not ask for this doctrine to be given to it freely. It is merely our hope that through such cooperation additional funds will be made available for reconstruction north of our borders, as they will also be made with our considerable economic prowess here in the south, while simultaneously allowing for the modernization of the Occitanian military.

OOC: It's not his fault if NPC Occitania pursued an insanely and counter-productively vindictive policy towards me. Clearly Occitania has decided to embrace the cause of European peace and security in common with the rest of Continental Europe. :p

But seriously Muurya, have you read the past updates? If not, there is a bit of history of animosity between our nations that you should take note of. Also, you should ask m.t.cicero to send you an invitation to the League of Continental Nations so you can see the rather obtuse policy that Occitania has heretofore been engaging in there. If you still, having considered your character and policy, wish to be friendly with the Confederation, then I am extremely open to it, seeing as, if NPC Occitania had given me half a chance, I would have happily repaired relations with them long ago.
 
OOC: Some of them, I must say I had my eyes set on China and Hungary, but they both disappeared in rapid succession and I've been quite busy with the rules before the deadline, so I'm still catching up, plus I noticed my Monarch is Moderate absolutist which confused the hell out of me why he fought in this war other than to grab Aquitane it seems such a figure would want to avoid bloodshed in favor of reform in such rapidly changing times. I guess I'm becoming too friendly too soon, so I'll take your advice and tone it down. I actually removed the part about offering to buy your design, but then it was responded to before I edited it away so I put it back in. I'll consider closer ties as things move on as time heals all wounds.

To Brazil, From King Louis III: Our nation sacrificed immensely in the Great War, losing over seven hundred thousand lives in terms of soldiers alone, and our infrastructure was greatly damaged, our capital laid under siege. While the allies in general made great gains Occitania can only take solace in the reperations, and we are grateful for this consideration. However given that Our nation's greatest efforts with the backing of half the world continues to see a Spanish Aquitaine We believe it to be better to seek out a peaceful path in the times to come and thus avoid the ravages of war and perhaps gain from trade.
Rest assured Occitania voted for Vienna (We apologize for the typist's mistake) out of a desire for it's own citizens and that of friendship with powers on the continent rather than as any sort of offense to Brazil. We reiterate (OOC: edited in while the above post was made) that regardless of Our vote it seems assured that the events will be held in Brazil, and Occitania will be delighted to send its delegation of athletes and officials to the events.

As for the army doctrine We have requested from Franco-Burgundy, it is merely the design we find the most practical for the needs of the Occitanian army, compared to the other most modern doctrines that focus on mass that we do not have, and it is a good oppertunity to heal the wounds of the past. No alliance is being sought with Our neighbors, merely the avoidance of any future war, though it must be admitted that We are considering to embark upon a neutral path.

I'd suggest reading back through the updates here, as well as the threads from before. Traditionally they've been enemies or at least rivals for the better part of a century with regards to control of the various 'French' kingdoms. Not that anyone (except EQ) can circumscribe your actions.

The League has passed Resolution 004, the 1909 Resolution on Refugees, wherein:

the League should endorse, publicise, devote its refugee commission to, encourage private ships in its countries to undertake, and encourage its members to despatch parts of their navies also for an effective, concerted and widespread operation, coordinated by the Refugee Commission mandated in the charter, to remove from Danzig and other ports in Prussia and transport by sea to Vinland and Hungary whatsoever deportees from the Russian Empire wish to go on our ships rather than being deported by Russia to Brandenburg.


Flanders will also be suspending our peacekeeping operation, as per the wishes of the Roman government. We have no interest in a full-fledged war.

OOC: Ah, I see. I didn't know it was that bad. I was hoping to paper over the war and then engage on a marriage policy among other ideas, since we're absolute monarchies. I guess I should have stuck with an extra week to read up on this. I've still sent orders, as they're apolitical on the global scene but I've struck out my in-game diplo texts here. I'll reconsider the vote and the doctrine purchase offer and be back later, please consider none of this to have happened except the OOC (if that can be done and you're willing). Thanks.

Applause greets the visiting head of state as he enters into the League’s speaking chambers. Ingvar of Vinland steps up onto the stage. He wears a high-collared and badge-decorated royal blue naval uniform with a white sash and golden epaulettes. The man’s hairline has receded slightly over a worry-worn brow, and though his red-tinged blond beard is speckled with grey, his blue eyes sparkle with intensity and purpose. The audience’s applause fades as the King of Vinland steps onto the podium, clears his throat one final time and begins.

Respected representatives of the League of Continental Nations, I thank you for your welcome. We live in trying times, and it brings warmth to my heart to see so many working together with the earnest goal of forging a better future for the world.

Yet I am not here to praise. I am here to address a terrible event, one of the greatest catastrophes to ever befall modern Europe- the massive human displacement and ethnic cleansing taking place in Russian-annexed Poland. When I first became aware of the extreme and punitive measures taking place to ‘pacify’ the population, I was immediately struck with a profound sense of alarm for the lives of these human beings, these fellow children of God. It was this sense of alarm, this sense of Christian duty that drove me to involve myself, my family and my nation with the welfare of the population.

It was through these firm beliefs and principles that I first set out on the path that has led me to where we all stand today. This path has led to many hardships, setbacks and difficulties, but never have I swayed from it, and so long as I am able I shall not stray from it in the future.

First, I sought out to halt the catastrophes in progress: the expulsion of the Prussians, and the brutality wielded as a political tool against the Poles. Through diplomatic channels I implored the Tsar to treat his new subjects with dignity becoming of a victorious conqueror and upstanding, pious king. Alas, it was and remains my personal failing that despite my best efforts, I was unable to change his heavy-handed methods of dealing with dissent.

At the task of preventing this catastrophe, we, as a collective of nations, have failed. Let us not congratulate ourselves on being great and noble, selflessly charitable, or worldly humanitarians. What we are doing now, in aiding the evacuation of the countless refugees, is as a direct result of our lack of strong action to protect the right of the displaced to continue living in the lands that have been their homes, and the homes of their ancestors, for centuries. Through this, we are beginning to make amends for our failure to protect the life, safety and homes of millions of people, for our failure to stand against what I believe to be a massive violation of the intrinsic rights of man, which are so fundamental to the function modern civilization.

However, despite the course of events that have led us to where we are now, nothing can take away from the great efforts being made by nations both in and outside of Europe to alleviate the unfolding crisis. This is a peacetime effort the scale of which I could have never imagined, now unfolding before our very eyes. Though we have not preserved the rights to a homeland held by the displaced, we have ensured that many of them will be able to find peace, land and prosperity anew.

In Vinland, our hardy people hail from all corners of Europe. They came from Scandinavia, the Russias, the German states and many other disparate countries. They fled wars, poverty, enslavement and famine, in search of peace, prosperity, unfettered liberty and new beginnings. So they did in the past, and so they shall do in the present. Hospitality is a rich virtue among the Vinlanders, and we are prepared to take in these refugees with open arms. We have done what is within our power to gather a transport fleet, sailing under the Vinlandic flag, to aid in this transportation.

At home, we have prepared for this influx with the massed construction of new homes across the nation. We have thrown open the gates to west, so that farmers may establish new homesteads in the vast prairies of the Vattenmark. We have built ever greater industries where labourers may find work in the great cities of Dammark and Nya Sverige. The fishing fleets of both the eastern and western coasts grow ever larger, and opportunities abound in the bustling cities in the heart of Vinland.

Across the world, it is my hope that all other nations intent on aiding those in need will make similar preparations. While may not act perfectly in hindsight, we act to the best of our abilities and knowledge in the present. It is critical to appreciate the magnitude and importance of what we are undertaking. Never before has such a humanitarian crisis faced the modern world, and I dearly hope that never again will we be tested with such a weighty responsibility.

May God protect the displaced, and may they be guided to better futures.

We applaud your address to the League and the message which it carries. Flanders would be willing throw its support behind a convention, held in the style of the Calais Convention, devoted to devising a protocol that would advise on the treatment of people in newly annexed areas.

We also would like to invite your nation, given its legacy of neutrality, its special relationship with Scandinavia, and its laudable course of action regarding the refugee situation in Eastern Europe, to become an honorary observer, as Sardinia is, so that the League might have input from a well-meaning nation with a valued outside perspective.

In conclusion, we would like to commend your nation, which continues to serve as a model state in the Western Hemisphere.
