Bug G&K: negative culture in city

As you can see in the attached save game the city of Breda produces negative culture!

The calculation it makes is:
+13 from buildings
-15 from policies
+25% from empire
+33% for having a World Wonder

This results in -3. Reloading the game doesn't fix the issue.

In Arnhem it is even worse: -34 culture!

I found a likely source of this negative culture.
It is caused by the Military Caste policy, and is connected to the "positive" bug I described in my thread http://forums.civfanatics.com/showthread.php?t=465889 .

As I said there, with Military Caste policy, when a combat land unit (either just built, or garrisoned) leaves the city, that city gets -2 culture from policies. But, as I just found out, the city also gets that -2, when a non-combat land unit (worker, missionary etc.) embarks onto a ship from the city tile.
Those non-combat land units are likely the source of your negative culture...
 
This must be it! As I used both cities (especially Arnhem) a lot to embark missionaries from. Good find, Blackfang!

I suppose disembarking non-combat units into a city may result in the opposite effect?
 
The only way to get an opposite effect, that I found, is to disband a combat land unit in the city.

In the game I was playing today on 6/1/14 I conquered two cities and made them puppets. My reward was a combined -92 culture per turn. If you annex them it gets worse. My steam is updated. It updates almost every time I click on the Icon to start the game. So it is NOT fixed
 
Here are too different games with cities that are producing negative culture after cities where taken and made puppets. Notice the cities producing zero culture. They are producing zero culture and will be producing negative culture as soon as their resistance period ends. I wish the civ people would fix this bug or someone would create a mod that would eliminate the negative culture.

Negative culture ruins the game!
