I really should write the tutorial for that...if I find the motivation :/.
- go to Bts\Mods\Next War\Art\Interface
- there copy the folder "Main Menu"
- paste it into Your mod\Art\Interface
- Copy BtS\Mods\Next War\XML\Art\CIV4MainMenus.xml into Your mod\XML\Art
- Find a nice picture, which you want to have as background
- Make it 1024*1024 pixels
- Convert it to .dds
- Rename it to Next_War_Main_Menu.dds
- Copy it into Your mod\Art\Interface\Main Menu
That should be enough, if I remember it correctly.

no. the problem is that the texture is on a plane but the camera will not change position depending on your resolution (and more importantly on the aspect ratio of the resolution).
if you want to use main menus that are suited to different aspect ratios then you have to make custom main menus where you set the camera to appropriate distances in nifskope. i have done this MoM (see sig) where every menu has a widescreen version.
