You will probably get most BarbarianCivs when you let some player slots empty.

Issues already encountered:
- Emerging BarbCivs may get too strong units
- Barbarian Cities are sometimes clumped in a little area
- Names of cities with barbarian emerge may be reused.
- Artstyle of converted barb units remains
- Cities of different cultures are converted on settling
- Barb cities sometimes get strange names
- Bad DynamicCivNames for minor civs
- Special units like Elephant Rider or lunatic can spawn
- BarbarianCivs start with peace with the barbarians (That's OK), but stay this way after settleing
