It was added mostly because that area of the map is empty.

Its AI is one of the most consistently pathetic ones in the game (and it's meant to be like that because it's realistic). Only Tibet comes close to sucking that much.

I like it better than Thailand - Congo's UP and UU are pretty interesting and effective. But it is clearly several leagues below the likes of India and America.

I also think that the Slave mechanics has become completely redundant now since Leoreth (unnecessarily) nerfed it. Now I just don't bother with them - if I still need to build Workers, move them to Plantation resources and work there for like 8 turns before I can move the Slave in for a Slave Plantation, what is the point? This makes Congo even less relevant since no one (not even the Human player) will buy Slaves from them any more.

All in all this civ has quite some potential (unlike Thailand, who has no potential for anything). But it hasn't reached half of that potential.

America

Both North America and the Indian subcontinent have their share of tricky spawns to deal with (Mexico in the case of the former and Mughals in the latter)
but America has the luxury of dealing with a preventable one, should they be able to keep the Aztecs on life support, rare as that might be.
There are some other workarounds as well, which America benefits from more because of extra space.
 
India got off to a strong start, but the winner is America!

I enjoy Brazil a lot, like the rest of the new Latin-American civs, but I have to vote for Inca.

Inca. When to attack them means amphious assaults on cities that are likely to be on hills with a very powerful UB, it's UP allowing it to be able to survive in the first place as its the only way to have enough food, it's no wonder why i choose them.

Poland just gets ran over too often.. and brazil i havent really tried yet.

Well I came up with the Brazilian UP too but I'm more proud of Poland. It is now a legitimate threat. I can never do as well as Russia now as I did before since Poland won't relinquish its tiles without a bitter fight no matter how much Culture I have. It has made a huge difference.
 
Inca

Their UP allows some amazing cities in terrain that other civs can't make use of, such as the North American Rockies.
