The Roman Empire
the Byzantines never called themselves Byzantium. they called themselves Roman.

Some modern-day Greeks consider the exiled king to be a Roman emperor - but I'm not quite sure that makes it legitimate.
 
Scandinavia narrowly beats Byzantium, and with that we have reached the end of round 1!

Explanation:
Spoiler :
To rank the losers of the first round, I used the percentage of votes they received during their match. Poland automatically received the 17th place since it was tied for the winner of its match with Inca and only lost in a tiebreaker. The other civs were ranked according to the percentage of votes they received. When two civs were tied, I broke the tie using the following criteria (in this order):
-Civs that were up against two other civs beat civs that were up against a single other civ.
-Civs that placed second in their matchup beat civs that placed third.
-Civs from matches with more total votes cast beat civs from matches with less total votes cast.
After this, two ties remain: Mexico and Indonesia are tied for 22nd place and the Mughals and the Netherlands for 37th place.
