This one is hard. The Incas are cool just because their UP let's them take mediocre land and transform it into both fertile and powerful. On the other hand, America is already blessed with some of the best land in the game, but has to work pretty hard for it.

I suppose I cast my vote for...

America

But then, maybe I'm just being nationally biased. :undecide:
