It should be quite safe. The Fish is an Ocean tile for Kublai, and we are due to make peace on T138.

The rest war logistics against is very clear, raze the city west of Barcelona and remember to send 1 unit to threat his last city on T138.

Looks good to me, 1 pop loss is acceptable. We could then switch to slavery on T143.

Edit: there's the chance that we can start the war with HC on T140, which gives the Parth bonus on T142. Not sure that could save the pop. Anyway, not a big deal as I see.

In Constantinople, during Caste System, I prefer to run Merchants, to minimize overlap with the capital's GP generation. Does that sound ok to you all? On T143–45, it will have to run a mixture of Library/Market/Forge/CH specialists.

I don't think it will. Constantinople has 24F stored. Running 9 specialists loses -5F per turn. Running 8 specialists loses -3F.

If we run 9 specialists for 2 turns (-10F), 8 specialists for 4 turns (-22F), then 9 specialists for 1 turn with the Parthenon (-25F) there is still starvation.

To save the pop, we'd need to remain in Caste for an additional turn, which means that we will also remain in Pacifism for one more turn than is necessary. It's not a great exchange.

If so, I'll starve one-pop. Lots of cities are now at the happy cap, and Sheepish has an unhappy citizen. We also have no Workers in the area to immediately improve this.

The Galley/Spy plan won't work, sadly, because the Fish was a Coastal tile to begin with. I'll rethink it, but don't think we can flip Aachen now.

Vienna just built the Sistine Chapel.

Barb Horse Archers may slow down the Whale city by a turn. I had not realized the defender here (Cornish Cow Cuirassier) had been left with a "go to" order.

What's the unit? barbarian? ignore it. Barbarians won't pillage the improvement on neutral tile.

Execute the spy plan there's no harm, if KK's galley comes, let our galley go inside the city, we'll sign peace on T138.

Edit: We should think about our economy now, most of the big capture cities need CHs, for instance, Toledo, Madrid, and Seville, they all need CH before other infrastructures, including granary.
