Yes, actual win date is 1650, because it's "by" 1930AD now, instead of "in" 1930.
Besides, now Firenze is starting with market, grocer, library, art studio and 7 population. All this making Italy UHV doable even on "paragon". And it won't be any hard.
1. Chapel, Basilica, Tower.
Managed to accomplish this goal in 1490, and I didn't rush even a bit.
Generate scientist to bulb
philosophy, he able to bulb all philosophy, not just part of it.

Want to notice, that I had lucky start: in 1180 in french Venise was born engineer and on next turn he has become mine Blaise Pascal ;d
He has built Notre Dame. Anyways, 2 happiness isn't 20 happiness in the end. And impact of this lucky roll wasn't significant on UHV itself.
2. 3 cities with 5.000+ culture.
Just generate two GA in Firenze, it's not hard with opera house. And then just culturebomb Rome and Venise, in 1600 Firenze already should have 6.000 culture, if not 7.000.
And make sure, that you already have military traditions by that day, to sign defensive pacts with someone. Preferable are Holy Rome and Russia, because Turkey usually declare war on Italy, if 2 goals accomplished, right when golden age is starting.
But they didn't declare war in this time by some reasons.
3. 65% of Mediterranean.
To accomplish this goal fast, switch to mercenaries in 1300 or so, by that day I had around 1000 gold in treasury, hired couple of heavy swords to take independent Alexandia and then few more to take moorish Tripoli.
Taking Cairo is very important, because there is only one available source of horses. In a worst case it should be done by the day when you will have military traditions. But the earlier the better.
Build workshops around Alexandria and produce/hire muskets/bombards there non-stop, Rome and Venise also producing/hiring bombards mostly, non-stop too, we don't need markets/libraries there for UHV itself. In any case taking Belgrad is not possible without siege engines.
In 1600 or so (during golden age) attack Turkey from two sides: one on Belgrado, Constantinople, Athens, another on Yerusalim and Sam. And then close jaws on Konya ;d
In this case Turkey and Russia already was in a war, and probably during very long time, I even have seen how Turkey making new and new units and then they disappear somewhere under "fog of war" and never returns ;d
I have met only couple of city defenders in most cases, except Belgrad and stack of bombards with heavily wounded pikeman near Yerusalim. But I had around 15-20 units left, when I taken Konya, so, I'd say that goal would be accomplished still, even if I would have met tough resistance there. Lucky roll with "long war of Turkey and Russia" is not necessarily.

But anyways I found all these very close to the end of the game, impact of it on UHV itself is zero.
