MAGRIB EXPORT OF REVOLVER MACHINE INTENSIFIES
The Magrib Sultanate, for Reasons unknown to the World, has not only developed a Flintlock Gun with the Capability of firing 9 Shots in reasonably rapid Succession, but also heavily ramped up the Exports of such Machines to both its Surroundings in Africa, and perhaps to favored Warlords on the Border with the Ispaniyan Kingdoms. Whether their Invention will grant them more Control over the North remains to be seen.

FULANI JIHAD COMES TO SOLID CONCLUSION

HAMASIEN CELEBRATES INDEPENDENCE DAY
Today Hamasien Has celebrated its 30th Independence Day from Ityop’p’ia. The negotiated Release of potential Ityop’p’ian Rebels to the State of Hamasien was a Highlight of the past Decades, showing the World a Form of Dealings with the liberal Consciousness that few have considered so far.

ITYOP’P’YA AND OROMO TENSIONS INCREASE
On the other Hand, Tensions between Ityop’p’ya and Oromo are slowly increasing to a boiling Point. The most recent Increase in Tension has been reported to be the supposed Theft of cattle from an Amharic Farmer. Although the Oromo Government has denied any Involvement, local Authorities are at Odds. This follows a String of Confrontations between the two States.

ALL QUIET ON THE SOMALI FRONT
The Somali States currently exist in Harmony, and there is no more to report on the Matter. Murmurs within the States are currently arising over a united Somali Nation, but these Voices form a distinct Minority at the present Moment.

Central Africa

MAZIWA MAKUU IN TURMOIL

The recent Collapse of the Kitara Empire has left the Region of the Maziwa Makuu in a State of utter Dissolution. It may be several Years, or even Decades, before the nationalistic Turmoil in the Area finally Subsides, whether this be through a Settlement of many Nations, or a Reforging of Kitara itself.

KATANGA AND KONGO CONSIDER REFORMING

Various Voices have been heard from the Substates of both the Katanga and the Kongo. Regions that argue a more federal System should be implemented, Citing both the Importance of the various Substates and the relative Weakness of the main State, a more federal System is greatly encouraged by the local Rulers.

Random discourse on steam engines fills the next page or two, with an editorial on how the world will be destroyed by steam in the future, mark its words.

South Africa

NOTHING INTERESTING HAPPENS

Perhaps a Surprise to the rest of Afrika, but the South is relatively at Peace. The Assassination of King Shaka kaSenzangakhoma has led to a relative End of the Mfecane, and Stabilization in the South.

Reports are coming in of valuable Finds in the lands of the Tsoaxaub River, however.

Rest of the World

TENSIONS RISE IN RUS STATES
Tensions are keen to rise in the States of Savages, and no more is this true than the rotten States of the Rus. It would appear that the Tsar-General of Moskuwiya has declared his Intents to unite the Savages of those States under his own Banners. Nations close to the Borders with the Rus States can expect increased Migrations and Refugees passing through soon.

ALAYRKWU CONFEDERATION TO HOLD ELECTIONS
Proof that the Republican Cause is not dead, or indeed destined to be short for this World, the Alayrkwu Confederation is to hold Elections starting this Year. The Gazetteer wishes the Representatives of the Clan-Parties much Success in their Campaigns.

JANISSARY GOVERNMENT UNDER FIRE
The Osman Governments in Palestine, Baghdad and Kurdistan alike are falling under hefty Criticism, with Detractors of the System citing a Lack of Care for the Peoples of the Governorates, and Accusations of “Pro-Turkism” run amok. Unconfirmed Reports suggest Eran, or possibly Durrani, Involvement.

OMAN IN RELATIVE PEACE
Despite its earlier Failures in establishing trading Ports across the Indias, Oman is in a relative State of Quiet. No further News from the Arabian Peninsula.

After hearing the concerns of the Balopwe[1], Mulopwe[2] Kalala III has decided to propose a series of reforms to stabilize the Luba Empire. These reforms (known as the Kalala Reforms) have many major elements:

Adoption of a formal constitution – While the Balopwe has had guidelines to rule his nation by, known as Kishila-kya-bankambo[3], these guidelines were based around oral and were often contested, leading to sometimes bloody conflicts. Kalala III has decided that to continue the running of the nation the limits of the power of the Balopwe and other government roles by the Kishila-kya-bankambo must formally be adopted. It will also formally detail and clarify the complicated succession laws of the Luban Empire, in all stages of government. The writing of the constitution will be overseen by a committee consisting of Mulopwe Kalala III, important Balopwe (including the rulers of the three major client states) other important members of the Bambudye[4] and a constitutional expert from Dar Fertit. The constitution will be modelled mainly after the Kishila-kya-bankambo as well as elements from the constitution of Dar Fertit. The constitution won’t grant anything silly like votes to peasants and certainly won’t go against the religious traditions of the Luban people, it will mainly clarify what the Kishila-kya-bankambo says to do. Also it will do a few other things discussed later in this post.

Strengthening of the Bamfumus[5] – The Bamfumus will be strengthened, instead of being an advisory court it will become the formal arm of power of the Bambudye. All members of the Bambudye would have a seat in the Bamfumus, depending on their status they would have a certain amount of votes. The more important the member, the more votes they had in the Bamfumus. By design this gathers the most power in the hands of the Mulopwe, the Balopwe (especially the rulers of the three major client states) and important religious officials. Because of the large amount of Bambudye members and how it would be impossible to gather them together in one room, members or groups of members of the Bamfumus are allowed to name proxies to vote on their behalf in certain situations. The Bamfumus will act as a parliament, not the kind of parliament in a modern OTL constitutional monarchy but more like the early parliaments when the Manga Carta was considered a new thing. The Bamfumus has the power to legislate on matters of federal law and taxes. The Bamfumus also has the power to depose the ruling Mulopwe after a vote, this is not as controversial as it might sound as the Bambudye had this power anyway.

Decentralization and Concessions – With these reforms comes some reforms aiming at decentralizing the Luba Empire, especially in regards to the three client kingdoms. The rulers of Bemba, Kazembe Lunda and Lunda will be allowed to keep a portion of their taxes collected to be used within those regions without interference from the Bamfumus or the Mulopwe. The Mulopwe will keep this portion of the taxes to be used in Luba proper to be used within Luba proper without the oversight of the Bamfumus. The rest of the taxes are directed to be used throughout the Empire by the Mulopwe with direct Bamfumus oversight. Think of this difference like “federal” and “state” taxes in Australia. However, these rulers had to make a few concessions as well. They had to agree to follow a single foreign policy determined by the Mulopwe and the Bamfumus and swear to uphold the values of the Luban religion. They must also swear a special oath to the

These reforms are still in the early drafting stages. If any important Lubans have any serious objections they should make their concerns known now.

[1] – A chief, similar to noble vassals such as Dukes and Barons in Europe.
[2] – The name for the Luban Emperor or King. The supreme ruler of the Luban Empire.
[3] – Meaning the “will of the ancestors”, the religious guidelines for the Luban religion.
[4] – An organization that all important members of Luban society are a part of. As far as I can tell it is a mixture of a bureaucracy and a state church. Responsible for keeping the oral and religious traditions of Luba alive.
[5] – A council of nobles, my sources weren’t too clear on exactly what their roles are but I am reforming them to act like a British Parliament.

I've been receiving more and more orders, but also comments that maybe parts of the game are wonky. I want to put continuing this up to player vote.
The options:
I want this game to continue - the game continues. I do expect a bit more input from players if this happens.
I want a different game! - I have another game pretty much ready to go. If this ends up being the majority I can launch that. I'll revisit the concept for this some time later in that case.

I honestly don't mind either.

I talked extensively about this to wouter privately and I much perfer his new project to this game, both as a player and as a game designer.
