What this does is change the standard dot-and-shadow territory borders to something wholly new.
Many have used dots to make borders, and at least the corners align and are seamless.
Many have tried with solid lines, as opposed to using dots, but that always ends up getting stuck on an inherent limitation of the engine itself - the world is built left to right, top to bottom, and as territory doesn't have corners, you end up with overlaps every time the border turns. Ugly, either due to a single color or when you see a stripe on the corner.
And then you have the issue of 'which is inside?' where you have a maze of thin little lines that make keeping track of where the frontier actually is very frustrating at 3am. There's one that I wanted to use, had seen in the 'city fort' war academy document, but had not been able to find, that used two lengths of dark-color lines for the interior territory, and a heavy line on the border itself. It worked okay until you hit a turnacute angles turn into grids and obtuse angles are bare
This was designed to eliminate all that, and to do so in a way that wouldn't offend, vex or stress the eye.
As you can see, I used a large check pattern that shows no perceptible seams (if you look reeealy hard, there's an extra vertical line of pixels on the corners pointing North and South).
To indicate which side is the interior border, I created large triangles pointing to the inside that are fairly easy to identify over virtually all terrain. I've also meticulously hand-crafted the terrain-contoured segments.
Give me some feedback here; I might consider trying a 'razorwire fence' , 'concrete wall' or 'sandbag' border theme. I'd also like to feel out a 'photorealistic' modpack, but that's just a pipe dream.
TECHINFO: Graphics pack in use is snoopy's terrain mod pack. Not tested with anything but snoopy's or vanilla Civ 3, use at your own risk.
