Mr. Putin himself welcomed all arriving members and shook hands with all. "My good friends, I am delighted to see you all here in this wonderful city, and I thank our Chinese hosts for being so gratious. But let us not delay. The new organization needs a charter and some structure, and that is what we have gathered here to do. All your oppinions are welcomed and valid, so please contribute! Let us take the time to discuss and share what we wish to see in the charter, and then draft one, and amend it as we see fit. So my friends, what would you like this organization to look like?"
 
Well, some potentially interested nations, like Quebec, the Inuit, Mexico, Czechoslovakia, Belgium, the Netherlands, perhaps Iran, want to see a looser alliance, not quite so rigid, and "top-down" as the CC, they want to see a lot more voting on things, and for one country to have one voice. Also, they don't the old situation where every one of Russia's provinces had a vote. They are kinda split over what they see as your "colonies", Australia, Costa Rica, et al., some demand that they be allowed independence first, other's don't care, as long as they don't get seperate votes.

The Inuit are not happy with your Alaskan Colony. They are kinda unanimous that this must be an organization for democracy, freedom, and human rights prevail, and they want to see this as a peaceful organization, where we work with, and not against, organizations like SADETO, Comintern, and others.

The UIS President has decreed that they shall send a delegate to the first confrence in Shanghai but the UIS Congress will still hold the ulitmate power of ratification of any treaties for the UIS nations.
 
To the Shanghai peace conference it is. I want to know what Costa Rica did to deserve this. Otherwise I am very happy about Russia's moves.
 
Japan will be watching and weighing the possibilities of joining this coalition. We hope it will not be Russian dominated like the CC was.
 
We will watch this coalition carefully.Whether we join it is questionable.

After some work Mr. Illarionov and Mr. Putin presented to the delegates a charter that they have developed. "This is by no means the final product," clarified Putin, "This is simply and idea. We want to see what nations think and feel on the points we put forth, and should we agree on it, we will, and if we have to amend it, we will."

Proposed Charter

I. The Coalition of Nations is created with the following purposes:
a. to ensure a safe and equal world for the future generations
b. to hold up the values of freedom and equality
c. to spread throughout the world liberal policies
d. to fight corruption and oppression
e. to defend member states against military threats and terrorism

II. The organization will have the following structure:
a. all members can submit a motion or a resolution
b. all members have 1 vote on all prosedural motions
c. to pass, a resolution must reseive votes in favor from over half of the member states, representing at least 55% of the population of member states
d. all humanitarian resolutions of the organization are binding
e. all military resolutions of the organization are non-binding, but are outlines for joint military actions
f. secretary general of the Coalition is elected by the majority and serves until he is asked to step down by the majority
g. secretary general is responsible for all procedural motions of the Coalition and for carrying out the resolutions of the Coalition

III. Member nations have the following responsibilites and reseive the following benefits:
a. all member nations will open up free trade with other members
b. all member nations will donate to join technological and humanitarian projects, and will share technology
c. all member nations will aid another member nation in case of a foreign or terrorist attack
d. all member nations have the responsibility to contribute 1/4 of their budget to the Coalition activities

IV. New member to the Coalition are accepted as follows:
a. a current member has to nominate another nation
b. the secretary general has to aprove the nomination
c. the Coalition members have to vote on the prosedural motion to accept the nomination
d. the new nation has to sign the charter
e. after a nation is accepted it enjoys all benefits of the Coalition

V. The Charter can be changed as follows:
a. by a vote of 2/3 of the member nations representing at least 70% of the population of the member nations
 
China's delegate which had been sitting quietly in the back exclaimed outloud that he had no oppositions against the Charter.

ANNOUNCEMENT FROM THE OFFICE OF THE UINITED ISLAMIC PRESIDENCY

The President of the United Islamic States authorises a vote for the Congress of our nations to decide on United Islamic entry into this new alliance.
 
(Yeah and Goober, the UIS needs a vote on the MPP with the CU. The CU is sending ambassadors to the original UIA member states to ask them to propose it to the UIS congress.)

... Minister of Economy L.R. Smith speaking...

"A fourth of my nation's annual income is unacceptable Sir Putin. Recent amendments in the basic law forbids us from making transactions to alliances above 12,5% of the national budget.
I propose, on behalf of the Commonwealth that we instead be allowed to donate 10% and produce military hardware on permanent loan to the Coalition at 15% of our semesterly budget."
"A permanent loan of produced military hardware for as long as the alliance exists." she restates.
"I urge the Coalition to accept our gracious terms."

"We're also slightly worried about who will be in control of this alliance. As everyone knows, several countries in here have had somewhat dictatorial pasts. No offence Sir Putin, but what has transpired may happen again."

"This is the greatest initiative the world has seen for a long, long time."

L.R. Smith cast a slight, worried frown at Putin. It would probably not pass. Gold and treasure are not to be shared, but to be guarded like the mean and hungry dragons we all are.

Once all questions were answered and dealt with, Smith spoke out once again.

"Sir Illarianov and Putin... why the invasion of Costa Rica? And on a sidenote related, I sincerely hope there will not be war between the Phillipines and Russia. The Commonwealth will of course be forced to remain neutral."
 
Mr. Putin reseived the looks and frownes of the Commonwealth ambassador head on, not flinching or looking away even for a second.

"Alright, since the entry of the Commonwealth is an important point to the success of this alliance, we would like clarification on the terms of this loan. It was our hope that the militaries of the member nations would remain seperate, and there would be no joint military, since it could be used in a dictatorial manner by the head of this new alliance.

"As for control, it is democratic. We understand the sentiments of the Commonwealth, but even in the former Coalition, everything that the Russian Secretary General has done was based on support from the majority of the nations, and should a Russian be elected to lead this alliance, it will remain the same."
 
OOC - Storm, the proposal looks good, I just dun have the time nor the energy to actually do a formal response to it. Exams, stress, not sleeping well, not a good combo. I will get to it when I can.
