Can you change a game setting during play?

I am playing a game of Civ 4 (single player), and apparantly one of the settings was incorrectly selected.
- instead of putting a check mark in the "permanent alliances" option, the check mark was placed in the "permanent war or peace" option box.

Once a game has begun, can you change the settings?
If so, how would one go about this?

No, without hacking the save file, it is not possible to change that setting during the game.
