Taxation is all well and good, but sometimes you just need to show who's boss with a bit more emphasis. This is where the Tribute Collector comes in - with his spear and his permanently pissed-off visage, he's sure to get in that revenue without the subjects expecting any pesky puplic services in return.

I like it! I'd suggest that it has these stats.:

-1 Happiness (The citizen represents occupation)
+2 Commerse (It's a tribute collector)
-1 Corruption (It's more difficult for crime to opperate with Spear-Weilding pissed-off tribute collectors).

Available at around Monarchy or Feudalism

This shouldn't be too unbalancing, although it'd have to be tested first to see ;)
 
Wow! I'd pay up!

Although I must say that I think Virote Considon's suggested stats would be unbalancing. -1 happiness is a big minus, and I don't think it would be sufficiently offset by merely +2 commerce and -1 corruption.

You might be right but I'm not so sure it'd be the end of the world. Would a suitable happiness improvement or luxury access 're-balance' it? Shame if not, because those setting make good sense.

Seems sensible, but don't forget the first sentence of your post, otherwise the second would be a poor and lonely compromise.
