Imperial Proclamation of Her Imperial Majesty Czarina Catherine II the Great of the House of Romanov, Heiress to Rome, Mother of Her Country, Guardian of the Holy Orthodox Faith, and Empress of All the Russias Issued in This the One Thousand, Seven Hundred, and Sixty-Seventh Year Anno Domini

1. Establishment of New Policy Regarding Catholics:

1a. In Accordance With the Treaty of Warsaw: From here forth all Catholic Christians in Full Communion with the Pope in Rome are granted complete freedom to practice their heretical version of the holy Christian faith within the Empire of All the Russia's and all territories ruled by Her Imperial Majesty.

1b. In Addition to the the Accords of the Treaty of Warsaw: From here forth all Catholic Christians in Full Communion with the Pope in Rome, should a young male in their family extending out to parents, siblings, neices, nephews, aunts, uncles, cousins, grandparents, granduncles, grandaunts, and grandchildren, join Her Imperial Majesty's armed forces they shall be granted the primary rights of lesser nobility of the Holy Eastern Orthodox Faith including but not limited to the right to an imperial audiance, attendance of imperial baptisms, imperial marriages, imperial coronations, and imperial balls.​

2. Establishment of New Policy Regarding Jews:

2a. People of Un-Specialized Skills: Should a young male of the Jewish faith and blood join Her Imperial armed forces his immediate family extending out to parents, siblings, and children shall be granted full freedom to practice their faith and culture, as well as be guaranteed protection from all pogroms.

2b. People of Specialized Skills: Shoud a young male of the Jewish faith and blood with specialized skills, included but not limited to blacksmithing, swordsmithing, and gunsmithing, join Her Imperial Majesty's armed forces then their family extending out to parents, siblings, children, aunts, uncles, neices, nephews, cousins, grandparents, greataunts, greatuncles, and grandchildren shall be granted full freedom to practice their faih and culture, as well as be guaranteed protection from all pogroms.​

Update 2 - 1766

Domestic Events:

Look to the West

France has begun expansion into the Western regions of Amerique du Nord. The expansion is quite successful as the theft of the buffalo have driven many Natives away from the area, chasing the migrating mammals. France has also started an exceptionally properous slave trade from her holdings in Africa which have helped benefit her economy by using the slaves and selling them to Portuguese Brazil. More and more colonists are moving to Nouveau France (recently expanded in a trade with the British for French India) and the militia rate in the colony is growing high. (+1 EP, +5 Militia Divisions)

Tropical Europe

Siam, the tiny Asian state South of China has some ambitious goals, albeit simple ones. Siamese culture is coming to a European state near you in the form of food. Instead of massacreing small Asian states and inslaving populations for bananas, Siam has begun a hefty amount of trade with Spain and the Netherlands of tropical fruits such as bananas and pineapples to name a few, while maintaining strong trade with China. This has led to a large boost in the Siamese economy, strengthening the tiny nation. (+1 Economy, +2 EP)

The Fortress Turk

The Ottoman Empire has continued her project of fortification by adding hundreds of more forts around almost every single border line she possesses. The Turks now boast the largest (and longest) fortification in the World. There is little undefended border in the Empire. A problem was that the militia of volunteers was forced to make this grand project a reality. Needless to say, many were very disgruntled. The Ottoman Empire has also sold the rights of her Beyliks to France which has led to some bloodshed (see military events) and sold some of her Balkan possessions to the Habsburg Empire as well as giving complete freedom to her Christian subjects. These were very unpopular moves although appeasing France, Russia and Austria. Also the security tightening has led to some economical problems. In other news they have completeed their massive project which has successfully increased many aspects of Turkish life. All in all it was a ok year for the Empire. (-5 Militia Divisions, -1 Confidence, -1 Economy, +Lots of forts that will keep out a LOT of people)

Reforms in Spanish North America

Crown funded Jesuits have begun a campaign of conversion in the newly acquired regions of California. Some light successes are made however, the Natives are quite xenophobic and retreat outside the borders of the colony, plotting a revenge. The Natives simply weren't bribed with land and wealth. Spain could face the problems of Native American raids now, coupled with all her other difficulties. Englishmen are now allowed into lower levels of colonial government which has lead to some clashes between pro-British and pro-Spanish government officials and led t some greedy, corrupt Englishmen taking some moderately important positions. (+Threat of Native raids, -1 Civilian Leadership)

A League in Shambles

The Palatinate of the Rhine and the Kingdom of Saxony (using Austrian intelligence) have begun the invasions of Hesse-Kassel, Hesse-Darmstadt, Nassau and Baden-Wurttemburg (see military events). The King, Count Palatine and Habsburg Empress have stated that the tiny German states had plans on eliminating high ranking German League members to disrupt the balance of power. The Count Palatine also stated that the League was doomed to failure. Each of these three has taken the time to invest into something new while massacreing these pathetic duchies.

Saxony has begun work on the Dresden Military Academy which is a modest structure (compared to Austrian, French and Russian ones) designed on reforming the military structure. New leaders are to arise to command and better trained soldiers are to be commanded. The Academy will serve as the main training center for officiers and officier applicants while also being the best training base for grunts and soldiers. The Count Palatine has funded reconstruction on his Belgian ports. Already more merchants and traders are coiming in, boosting the national economy and more so the economy of the port. (+Belgian port (?)? Economical Center)

Austria took the biggest goals for herself. She purchased territory alloted to them by the Ottomans last year and purchased 'Prussian' (mainly Polish) lands from Russia. The Empire has just acquired a chuink of land the size of Britain in one year peacefully. The Germans in the 'Prussian' region appauled being under a German ruler while the Romanians, Slavs and Poles just add to the ethnic division. (+'Prussian' lands to Austria, +Bosnia and Romania to Austria, +1 Austrian Confidence, -1 Austrian Culture)

A New Nation, per se

Britain has undergone a series of popular reforms. The renaming of the United Kingdm of Great Britain to the United Kingdom of Great Britain and Ireland has quelled the Irish, making them feel like the actually have a position of power. Well... they do as Irish Parlement Members are now part of the Parlement of London. Reformation of the voting system has also taken place, males paying £10 (two in rural areas) will be allowed to vote in the new voting districts. Catholics are now emancipated allowing them to vote, join the Army, and own and inherit land. The last one was popular with the Parlement but not so much with the ctizens of India. King George the III has now proclaimed himself Emperor of India, to accompany with his offensives in the Maratha Confederacy (see military events). This has led to mass unpopularity among the Punjabis and Rajpunatans but more soto the Mysoreans which has now declared war on the British Empire. Although no Mysorean soldiers have made any move, a state of war now lies between the Kingdom of Mysore and 'Emperor George.' New Russia

Russia has begun a massive expansion into Alaska. Quickly they push through the Dezhnev Peninsula* and through the rest of Alaska to a prime spot to found the city. The Grigoriy** Inlet proved it's worth as an excellant place for fur trading merchants to gather and an amazing fishing location. The settlement was called Anchorage and is already booming economical wise. As well, Russia expansion into Turkestan has also reached major success. (+Russian Expansion in Alaska/Turkestan, +Anchorage, +Anchorage as an Economical Center)

Military Events

The Combat 'Boot'

The war in Italy is subsiding. France, now angered at the fact they didn't complete the conflict last year, has begun the seige of Milan. French artillery pounded and pounded and POUNDED the city into ruin. The amount of counter-battery fire from the Piedmontese was nothing compared to the amount of cannon fire going into the city. Soon the Garde Imperiale pushed inside the city. Casualties rang high as Piedmontese snipers hid in the rubble. The Piedmontese refused to give up. Soon, the snipers were hit by Elite Garde Imperiale Snipers and the Piedmontese hope was soon lost. Thier artillery was captured by the French and the Battle of Milan came to a climatic end at the University of Milan. French Regulars and Garde Imperiale (supported by several divisions of Milanese Militia) began to hit the University with cannon and hails of musket balls. The return fire was weak as the defenders instead attempted to destroy the University documents rather than fight. Within a half an hour the University, World reknowned, was a hunk of rubble and soon the French forces went in. They were repulsed twice bfore they could finally take the building fight for every room to the death against fighters (or even professors) armed with books, musket and knife.

After the victory at Milan, the French forces marched to the former Duchy of Parma and found the garrison waving a Fleur-de-Lis. Upon closer inspection, the garrison had been subdued by the Parmese population. A tragedy close to home happened as Prince de Couronne Louis XVI was assassinated in Lyons by a Piedmontese sympathizer. This only fuled the French resolve for victory. In Sardinia, the fighting was particularily difficult as many villagers support the defending Piedmontese. Soon they captulated, as there were no major towns or population centers left under their control. Bu they were not done. The French swept into teh Duchy of Modena and without a single shot, annexed the duchy. A victory for France indeed. The war in the boot was not yet over. Austria, ever the conquerer, crushed the remainder of the Venetians with her new Imperial Knight Divisions. The advance didn't stop in Venice, however, soon the Imperial Knights were marching through the Papal States. The Swiss Gaurd skirmished with the knights in vaiant defenses but soon they were simply overpowered and routed. Reichfeldmarschall der Imperiale Ritter Karlsburg marched into the Vatican far from the front on the first day of fightig and dictated the peace terms to the Pope. Grudgingly the Pope accepted and the next day, the Papal States was wiped off the map and integrated into the Habsburg Empire. The Pope was given control of the Catholic Church inside the Habsburg Empire (or the Holy Roman Empire as Maria Theresa called it) while Italy itself was subjugated to Vienna. An Austrian force quickly restored order to Albania and ironing out Austrian power there. A victory for Austria indeed. India at War

Rajputana was quick to recover her losses from lasts year's campaign. Her tiny Army soon pushed the Maratha back from her borders and managed to acquire some lands for the kingdom. The main offensive this year came from the British. After stealing anything of value from Pune, the redcoats marched South, capturing all lands between them and the Portuguese city of Goa. In the North-East, the British made a powerful offensive capturing a large amount of former Maratha territory. The last offensive came from the Kutch theatre where the British pushed out from their beachhead and reached a point only miles from the Rajputanans. The campaign is going smoothly and many think the Maratha are breatheing their last breaths. The wra could now be prolonged, however, as Mysore joins the fight against Britain (see domestic events) (-3 Maratha Divisions, -2 British Divisions, -1 Rajputanan Division, +1 British EP)

North African Woes

The Ottoman Empire ceded the rights of her three Beyliks to the Kingdom of France. France, however, didn't want protectorates of dependencies. She wanted land for France. After completeing her campaign in Northern Italy, French forces moved South into the Beyliks of Tunis and Algiers. Landing at the city of Constantine, 150 000 French Regulars captured the city in hours. The force split, five divisions moving Eastward towards Tunis while the rest headed West for Algiers. Algiers fell in a brief battle and the force kept mobile, landing next at Oran and pushing Southwards, completely taking the Beylik. (-3 Very Good French Divisions, -1 Better French Squadron, -Beylik of Algeria as an independent faction)

The assault into Tunisia was quite the same. The Tunisians were routed at sea and land at Tunis. The French brutally advanced South crushing all opposition. Guerrillas were mercilessly destroyed by poisoning water wells and mass murder of resisting population. The Beylik was also captured within the year. French attempts to populize and convert the region have thusfar failed. (-2 French Very Good Divisions, -Beylik of Tunis as an independent faction)

The war in North Africa was not over yet. Spain was also going to enter the ring. Morocco was a weak Empire on her doorstep which would become a prime colony. 200 000 Spanish regulars burst across the desert into Fez ultimately and easily destroying the Moroccan garrison. The forces moved out to relieve the surrounded rebel forces. Desert tribes all around the country took up arms against the Sultan making the Spanish world a lot easier. The Spanish captured the Sultan at Fez, forcing an abdication in favor of Chares III. The Spanish slowly spread their forces throughout the country, skirmishing with whatever Imperial troops were left. The tribes were given a decent amount of autonomy for thier services. It was a shocking campaign and an amazing victory for the Spanish (-1 Spanish Division, -Empire of Fez and Morocco as an independent faction)

Civil War in Germany

When Maria Theresa told the King of Saxony and the Count Palatine of the Rhine that the German Duchies were planning an overthrow, the two leaders took action immediately. The Count Palatine ordered his Army to strike Stuttgart. The city entered a state of seige and Baden-Wurttemburger soldiers were drawn from all over the coutnry to the city's defense. They fell right into the trap. The Palatinate's Elite struck in the West, sweeping behind the capital of Stuttgart. Being attacked from two sides, the Baden-WEurttemburgers surrundered. With that surrender, tehy surrendered the whole country to the Palatinate of the Rhine. (-3 Good Palatine Divisions, -1 Palatinate's Elite Division, -Duchy of Baden-Wurttemburg as an independent faction)

The King of Saxony took the task of eradicating the other Duchies. It was overkill. 70 000 moved into Nassau along and another 90 000 into Hesse-Kassel. The tiny Duchies' Armies were eliminated quickly. Hesse-Darmstadt was the last to go, with 120 000 soldiers moving in, they had no chance. (-3 Saxon Divisions, -Duchy of Hesse-Kassel as an independent faction, -Duchy of Nassau as an independent faction, -Duchy of Hesse-Darmstadt as an independent faction)

With the dissolution of the German League, the Netherlands, Prussia, Mecklenburg and Switzerland all worry now as to who will be the next to go. Not one of them is safe now (-1 Dutch, Prussian, Mecklenburgish, Swiss Confidence)

Random Events

Massive expansion by Portugal and the Netherlands in Africa has boosted the nations' power in general (+1 Economy, +2 EP for the Netherands and Portugal)

Various African and Middle-Eastern states begin expansion, subdueing even less civilized tribesmen.

Japan gets some volunteers for her war effort (+5 Divisions)

Tensions between Sennar and Abysinnia rise in the form of border conflicts (-1 Sennarese, Abysinnian Division)

Spotlight

Asia Ablaze

The "Holy War" opened this year with the Chinese attempting to retake Shanghai. It was the dead of Winter as 100 000 Chinese moved into position near Shanghai. Swords and bayonets gleamed, muskets were loaded. The time had come for revenge. Cannons fired first at the city, slamming into buildings, throwing up many of the bodies into the air. The pounding had lasted for two hours before ordered to cease. Then the advance came. Slowly the Chinese marched towards the city, picking up speed every minute.

The mood inside the city was more... relaxed. The Japanese began to load stolen goods onto ships. Pottery, paintings, weapons, everything. Soon the sen.tries came. 'The Chinese come! Set sail!' Quickly the Japanese loaded onto the ships and pushed out of the port-

-just as the Chinese came into view. The Chinese firearms, accompanied by horrible aim lead to the Japanese escaping without many casualties. The Chinese got Shanghai back, but it was looted and no longer of much value. But luck was neither with the Japanese.

Midway to Japan a large amount of foreign ships were spotted. Large ones, galleons of Europe. The Japanese had no time to think as large cannon balls came flying straight at the Japanese fleet. Ship after ship was sunk with no mercy being spared at all. Muskets from the galleons shot anyone in the water while cannons ripped apart any ship still afloat. Thousands of Japanese died that day with the image of this dreadful flag in their minds. The flag of Spain. (-Shanghai as an Economical Center, -7 Japanese Divisions, -8 Japanese Squadrons)

At Tokyo, the situation was differwent. The Shogun boasted that the Japanese were victorious and that the Chinese infidels were being routed everyday. But he knew the truth. It came in a bottle:

'Your Army is no more. Your Navy is no more. YOU are no more! Signed, King Charles III of Spain'

Nevertheless the Japanese would cotinue their ar effort. 50 000 volunteers were raised and being trained while the new military of 100 000 men and 50 Ships prepared for the invasion of Korea. The Shogun refused to give in. Nor will he ever give in. He was aided by a spirit. The spirit of a bear.

20 Divisions of Cossacks pushed through Chinese Turkestan. This was not where the Chinese had expected an attack and therefore the 100 000 Chinese refused to budge from their positions in Manchuria. City after city after city fell the the Russian Cossacks until they finally halted after a large battle with Chinese volunteers (+15 Chinese Militia Divisions). Winter was harsh on both sides, China and Japan. (-8 Chinese Militia Divisions, -3 Imperial Cossack Divisions)

Spring brough new hopes and failures. The Spanish suspected that the Japanese Navy was through and thus begun the attack on Cheju Island. The undefended conquest of Japan was added to the Spanish Crown in minutes. This would be the last of Sino-Spanish victories for the year. The Coassacks began the push into Mongolia and began to receive much sympathy from the local populace (+5 Russian Militia Divisons) who took up arms either for the Russians or began rebellions behind Chinese territory. The Chinese units that were assigned to the area were confused as rebels harried them from behind and the Cossacks began to eat away at them. Another blow was the asault through Korea. The Japanese began an all-out attack on Korea pushing up through the undefended peninsula. Only small amounts of Chinese villagers in the region stood against 10 Divisions of Japanese warriors. the Koreans were not genocided or mass murdered. They were treated as equals- no, betters!- which quickly won them over (+10 Japanese militia Divisions). Armed with swords, muskets, forks, rakes and shovels the Korean militias marched with the Japanese. The march to victory. (-5 Chinese Divisions, -2 Imperial Cossack Divisions, -3 Russian Militia Divisions, -1 Japanese Division)

Summer was a dsaster for the Chinese. The Japanese continued their advance through Korea, gaining even more support (+2 Japanese Militia Divisons). The killer was the Manchuria Offensive. The Cossacks, 15 Divisions of Regulars and local Mongolian and Evenki Militia fought to the death against the Chinese who now had fresh volunteers at the front (+25 Chinese Militia Divisions). The Russians ended up into a slaughter as they attempted to pass the well gaurded Chinese defensees head on. However, those were eaten away by Cossacks on the flanks and militia behind them. Rebellion after rebellion erupted in Outer Manchuria as poor class Evenkis took up arms against the Manchus. They, of the same blood, fought eachother harder than any other combatant. The Japanese soon entered the fray as they pushed out of Korea. Manchuria was sheer chaos. The Rivers ran Red with blood (-3 Imperial Cossack Divisions, -6 Russian Divisions, -1 Russian Militia Division, -5 Chinese Divisons, -12 Chinese Militia Divisions, -2 Japanese Divisions)

By fall, all sides were exhausted. The Russians attempted a drive for Beijing but they were simply too exhausted to advance any further. It's a good thing they didn't, as 21 Chinese Divisions guarded the forbidden city. The holy War is no longer a war of cultures. It is a war of attritio and attrition only. The Bear and the Crown have entered this war, of the Island and the Tiger. It could go any way now. But there is one way it was always going: to Hell.
 
Stats will come later. So will alliances and wars. I am SO tired... I woke up and started writing this... My brother has been nagging for the computer... i need... breakfast.. and.. sho..w..er... Anyway, here is the map.
