I tend to dislike modern NESes. They are quite constraining, and I have never experienced a successful one. However, I can never truly judge a NES before it's been going a few turns.

2: Also rules regarding economic/industrial/research development? Or are you going to keep this qualitative rather than quantitative?
1+2=3 : In any case I think it'll be much easier for you to process orders that are able to list itemized costs, compared to you plowing through long texts describing what is being done. But it's your choice.
4: Could you give us some idea about relative troop strengths in your combat system, so that we know if (for example) 2Heavies equivalent to 3 mediums, or 1 cruiser is equivalent to 2 Frigates, etc. No need to go into nation or tech specifics, just the average unit vs. average unit. Also the in-game difference between Scud and Cruise.

6: What is a D.A.Submarine?

Projects will be given a budget, they may go over budget
No pricelist for military, it will be somewhat consistent but will change from country to county. You cant use troops you build that turn anyways so you will see these on your stats before you use them.

No Israel does have 350 Patrol Boats.
Keep in mind Patrol Boats can easily be destroyed and these are mainly to keep your ports safe and for coastguard actions and policing.
