Frankly our scholars can think of no [u]peaceful[/u] reason why another civilization would want to map our territory.
We have no objections to your Galley sailing our coast. As we can think of many reasons why a peaceful civilization would explore the coastline. It opens up trade routes after all. However, why would a peaceful civilization need detailed maps of another's territory and defenses?
