Thats close, but could the 4 images be larger, aswell as the green cross.
I know it will make it tricky, but if possible can the edges of the green cross layer over the top?

Your best bet might be saving the file and uploading it directly from your computer.
Could anyone make an avatar that's a combination of this: 
and the Dutch flag.
I'm thinking along the lines of the black part of the first picture, with the yellow replaced by the colours of the Dutch flag.
