If they aren't, why is my city automatically re-assigning my workers to random areas in the " big fat cross" ?

No, i didn't select any automation choices under the City Management tab (the one which has DRAFT as it's header ) either.

So this happens throughout my entire game ( which has yet to conclude ) .. before I end the turn I check each city personally and make sure the population are either stagnant or growing. I end my turn, and the VERY next turn I'm annoyed to see a few cities that are starving! I do not think this is due to any random event ( poisoned water, etc ) ... is there a way I can avoid this? It is really frustrating to spend time adjusting cities EVERY turn, especially when it's doing the same thing (i.e. balancing out workers and specialists so my overall population increases or stagnates)

Thanks alot to anyone who can help to shed some light on this issue.

city usually relocate worker the turn after growth when you don't have automation on. It is bizzarre though for your city to starve. The problem i have is, I focuse heavily on production and slows down growth, so when my city grow, i have to check back to see if my workers got relocated from mines to farms and change it back. If your cities is starving, I would suggest you to put emphasis food on, eventhough you don't have automation on.

yes ... citizens...

I am feeling VERY frustrated now because Thebes never seems to grow out of 8 pop even though i've been assigning it to grow..... and it's the year 1993 now -_-

Are you sure you didn't check any automation choices in the draft menu? Like, for example, "Prevent Growth"?

I think I know what the problem is: There is a bug in the game.

Whenever your workers (the units) make a new improvement to your cities, the citizens of that city will switch around it's worked plots, possibly creating starvation (Citizen switching from unworked grass tile to the new plains hill mine)

If you turn off Governor Automation, you've got to make sure that every time your workers finish a new improvement inside a city's fat cross you reassign the citizens of that city to their preferable plots.

Very, very sure. None of the automated options are clicked. And this happens for only a particular few of my cities ... I cannot seem to see the connection here.

This would make sense if i was in the early part of the game ... but it's 1994 and im almost producing modern armor; workers have been idle in the cities for perhaps the last 30-40++ turns....

This governor automation you speak of, where can I turn it on/off ?

Yea, I can confirm that you're city is not haunted because it happens to mine also. I have cities often go stagnant all of a sudden and when I look it's just because the citizens have moved to some all hammer tile.

I hope it's in an upcoming patch to fix.

The circled area is the Governor Automation button.

Looking at those screenshots I would say that the problem is that the other city (the one on the right) is laying claim to the pigs (and everything else in its fat cross) and Thebes is left with little choice on where to place its citizens.
Perhaps there are automation options active in the other city.

There is a spectre haunting the cities of Europe... that is the spectre of Communisim.

I had the same problem sometimes, and I noticed that the city was relocating worked tile when I was exiting the city screen by double-clicking on the city.

So now I just hit 'Escape' and it doesnt relocate them anymore...

That may not be ur problem, but maybe it can help.

Clicking the city center in the city screen turns on the automated governor, so yes, if you want to exit the city and keep it unautomated you need to use escape or enter to exit.

This sounds a lot like a bug I reported in this post.

Even when the City Governor is "Off", it still reassignes tiles in certain situations -- the most prevalent for me being when my Worker finishes a tile improvement. Sometimes, the AI even switches to a Cottage in favour of a mature Town just because it's new ... kinda stupid.
