Actually, it originally arose as part of feudalism, not monarchy. Small farmers can't afford the investment required to make a vinyard. Feudal lords, OTOH, had enough land and income that they could afford to do it. A mercantile society could do it, as well, but I guess Guilds is pretty much long after Monarchy, so for simplicity it makes sense the way Firaxis did it.

so what there is no World Wonder in Poland ? You tell me all civs in game got at least 1 WW ?
There were plenty battles in Poland and cetrainly Polish beat Ottomans asses and stopped them from invading Europe.

Poland?!?! why we must have poland in civ. There are a lot of big important countries not represented in civ.
About HRE - this is marketing trick(for Germany and France).
The other new civ are good shot IMO(Native American are not civilization at all but they are fun).

Tell me, how much effort is to put 1 nation inside ? 1 day ? Less maybe. Units are done, just some historic text should be put inside etc.
