WORLD WIDE RESEARCH CONSORTIUM

Nations of our world clearly has a long way to go, much knowledge to understand, and a lot of technical applications in which such knowledge can be used, if human species wish to catch up with the prosperity and development of the aliens.

We propose a world-wide research consortium, through which all participating nations not only share their findings, but also plan and distribute tasks or research steps within a particular project. The only reason for civilizations not to make such an efort in all areas in the past was to keep military secrets from their neighbors and adversaries. But now, we believe it is time for mankind to start acting like a civilized species and put mutual development ahead of petty differences.

The world already has the infrastructure for such technological globalization.

The consortium will:
- plan and organize "this part of the research will be done in institute A in country X, this part will be done in institute B in country Y, etc."
- collect research funding from all participating countries and distribute it properly among researchers.
- spread all technological developments that resulted from the consortium-funded research to all participating countries.
- in effect, make all participants act like a single country as far as research projects are concerned.
- not research biological and chemical weapons.

Even the most undeveloped countries can help by sending funding and raw materials. However, in order to prevent them from dragging the consortium down, all Semi-Digital participants will be required to improve their Education systems noticably, every year (i.e. 1 level per year). In the future, this will apply to Digital nations as well.

Once a list of participants is clarified, we can discuss how much to contribute per year in the World-Wide Research Consortium thread.

In international politics, the consortium will be impartial. That is why none of the countries currently at war are invited. Once they finish their wars, they may participate as well.

A country's membership will drop automatically if:
- it declares war on any other country, except if it was declared war by that country first or attacked by that country first.
- it trades technological advancements achieved by the consortium to a non-member country or entity.


The Ta are welcome to give insights to the consortium scientists.

Carmen, I am trying to use the "You may combine research efforts with other nations, but then they will have them too" rule and combine efforts with lots of countries in an organized manner. So I am not trying to build a wonder or do something out of the rules.
 
Every member will contribute 1ep per turn starting from this turn. In addition semi-digital nations will improve teir education by one level per turn.

USA special: USA will be required to contribute far less than the other members for the next 10 years, in return to sharing Fighter Missile Launchers by 2111.


to Carmen: Please indicate member countries' spending to WWRC in the stats update, otherwise I have no way of knowing whether each member has contributed.

Russian communications have been cut off, no real word as of yet
West China says no.
UFAR (India, Japan, and SAC) says yes.
SAPF and all Africas except SAU say no.
SAU says yes.
IG and PA say no,
AU says no.
Canada says yes.
EU NPCs say yes.
Brazil says yes.

Are the USA and the CA intending to handle the diplomatic crisis between them in a peaceful manner?

Shall we add "a member automatically loses membership if it declares war to another member" to the quoted rule proposal above?

I have no ill tidings towards the CA... we are practicaly best friends.

If you meant concerning the Eye of God then yes, this stituation shall be resolved soon.
 
Ok that was funny...

I suggested each member to contribute 1ep per turn, and the only cotribution was 13ep from the US (which, I suggested not even to have to contribute 1ep/turn in exchange of Fighter Missile Launchers). If you guys (germanicus, e350tb, and carmen) have any other suggestions for an efficient way of researching these while being able to keep up with the education levels, please suggest it before implementing it yourselves, so that others know what you are doing.
 
I guess I was misled by 14/25, and the update saying US had spent 13. I knew I had spent 1, so that left zero for the rest.
 
The U.F. (Russia, Scandinavia, Poland, North-Western India, Baltic states) will join the WWRC.
 
I think this is dead.

If not the US is leaving this to pursue their own research path as we always have.
