Declaration of the Foundation of Zaratia, the Zaratian Empire, under Zaras I the Magnificent, Ruler of All Civilized Imur People, 1980 BC
The king looked upon his council. The hall was almost empty - only the silent coughs of the ill trade advisor was heard [1]. He raised from his chair, moved aside his beard and smiled at his men. It was now decided, and he declared:
"All of those who seek them spirits, Imur and Sarags alike, Numids malaches, they wait those, Meditimur a sea of the dead, rise at the awe; thus we will prophecise for them. Zaratia, Gibraltimur, Numidimur, all of these shall be in.[2]

He then sat down, dry in his throat, and the small crowd before him applaused.

Notice that there is no Imur suffix in this word (Hence: Imur below) - The Zaratians' view upon the Numidians was quite degrading. Gibraltimur: The Imur of Gibraltar (The city which is not my capital) Numidimur: The Imur of Numidia. There is somehow a problem between the description of the Numids malaches and the Numidimur, but Numid (Numidia) is a name for the area of North-West Africa, and in there there is both Imur and 'barbarian Numidians' in the Zaratians' eyes.
Imur = Our People. Imur is used in many culture names as suffixes. So if an area is called Mediterrimur it is called Mediter (The Mediterran Sea) of Our People.

Background
The Greek City Confederacy has done something completely unique among all of the city states of Greece. The cities of Athens and Corinth have formed a confederacy, combining their two distinctly different governments into one. This new government uses a confederate council, made up of 8 representatives, to decide much of the major affairs of the Confederacy. The System
Athens chooses its 4 representatives through a popular vote. All landholding men who are believers in the Greek Pantheon (Dodekatheon) are allowed to vote, and may only vote once. They must be at least 12 years of age (old enough to begin training in the Greek army) to vote. The people who get the 1st, 2nd, 3rd, and 4th most votes are elected, and serve for 5 years. Each representative may serve as many terms as they are elected for, and may be kicked from their position with the consent of 6 other representatives.
The representatives of Corinth include the King, his eldest son, and two others selected by the King. The King and eldest son serve until death, and the other representatives serve until they are removed by the King.
One lead representative is chosen every 5 years. This representative gets 2 votes in the council, so that ties may be broken.
The Representatives
The representatives in 2000 BC are all very diverse in their opinions and abilities.
Parchiles is the Lead Representative for 2000 BC, and reigns from Athens. He has spent most of his life working on or near the council, and is very experienced in how to lead the Confederacy.
Lysis is one of the Athenian representatives. He is a well-known philosopher who has circulated his writings about the meaning of democracy, and has many supporters and detractors.
Hypereides, another Athenian representative, is another prominent statesmen. He spent many years working as the head of the Noble Athenian Guard, a group of people paid by the city to enforce laws and ensure that justice is enforced.
Gorgidas, the last Athenian representative, is an old veteran from the Greek Army, and was the second in command during the quelling of the uprising in Athens many years ago. His stunning successes and great oratory skills have made him a favorite with many in Athens.
Adeimantus is the current King of Corinth, and therefore holds ultimate power over the city's government, along with considerable sway in the council. Mildly popular, he is not hated, although he lacks in many skills that past Kings excelled in, such as oratory and economics.
Eumelus is Adeimantus's son, and although young, is a well respected leader in Corinth. New to the council, it is unsure whether he will be successful as the future King.
Diogenes is the first representative of Corinth selected by the King. He is a long time friend of the king and has long held the position of Political Advisor to the king.
Zosimus is another advisor to Adeimantus. He has long been in charge of regulating taxes among the merchants and farmers in the city, and although disliked by many citizens, has provided many services necessary to keep the Corinthian agriculture system afloat.
Yes (read: rules). However, however, however, if you always give people such light/insignificant/no taxes, they will be unhappy in times of need(ing lots of monies).
Rule addendum: You may bank wealth (this is not the same as not using it, mind you, because not using it will lead to economic growth)! No inflation yet, because it's all most likely pure gold anyhow and gold can only get more scarce (of course, events might increase or decrease its value)

After a few very interesting talks with Abaddon, I have completely revised the rules. The revised rules have given me more power but more reason for you to be creative.
To summarize:
Raising your wealth level is pretty much the same (what's left minus half of max), but this time the growth "cost" is wealth level - 1 (to make it more volatile).
Industry costs 5 wealth to increase (industry still follows the what's left minus half of max rule), when you get the nifty (!) sign, it means your industry is already over-saturated (doubling the growth cost for every level above saturation point) and need to be more creative to increase the saturation cap.
That's it, really. And some stats were re-adjusted.
Records of a Speech by King Solomon upon the death of King Abraham II
Today, the nation of Israel mourns the passing of my brother, King Abraham II. He has no children. As such, I am the new king of Israel! However, I do not see it lasting long. I see those who oppose a unified nation of the Jewish faith! I see those who whisper and plot behind my back on the very day of my brother's death!
God has come before me, and He has whispered in my ear. Behold, for I am the next prophet of Judaism! I hold in my hand the Book of Solomon, to be added to the Nevi'im!
On this day, I carry out the wishes of God in the creation of the Church of Judah. This Church shall regulate and proselyte the Jewish faith, in all its aspects. Those found preaching without Church approval shall be found guilty of treason to the Church! Those found preaching another religion within Israel's borders shall be guilty of treason to Israel and the Church!
Today marks another day of importance, for today I shall begin revealing God's greatest message to me. Hear, on the highest hill in Jerusalem, we shall build the First Temple of the Church of Judah! Here will reside the power of the Church and the nation of Israel!
Furthermore, God has revealed to me the weakness of our government officials. Not all are of our faith! This cannot be tolerated. From this day forth, the government is but another aspect of the Church of Judah, to be used in its greatest of duties: the protection and expansion of this Jewish nation, Israel!
Other actions taken by the King and Prophet on the same day
The creation of a mandatory civil registry and civil service. We must know all who live within the borders of Israel. All must pay there homage to the Church through the labor of their bodies as they pay homage to God through the labor of their souls.
The Jewish faith is as one family. We all trace our ancestry to Abraham. However, it is important to spread the message of Judaism. To this end, I am creating a special branch of the Church to preach the faith to those not of the faith. Those who convert must be welcomed to the Jewish faith and its single family.
The nation of Israel must be strong in its faith. To this end, I have created a branch of the Church to protect and expand the borders of Israel on all sides, as well as keep order within those borders.
To those not of the faith who live within Israel, we must keep them. While we are a nation strong in our faith, those not of the faith are equally strong in other ways. We shall leave these people to whatever they may create for themselves until such a day as they convert to the faith.
To those not of the faith or the nation of Israel, we must extend the open hand of peace. They are not to be treated poorly, and are allowed to freely enter and exit Israel as they wish. When expanding our borders, those who live within our new borders and do not wish to do so shall be adequately compensated for the land that we take.
You can't "spend" on it, but it's pretty much that, isn't it? Well, anyway, it costs 9 wealth points over three turns (leaving alone 3 wealth per turn) in your case.
Don't think of the Wealth level as your spending money: think of it as the general wealth pool of your nation, and that you're only ever going to take a small portion of it for your needs. Unless in dire need, of course.
last edit, I swear: Be creative if you want to speed up the process. In fact, what you gave me in your orders, Flavius, would already speed up your wealthiness (provided that you're willing to support it with proper production spending).
Nuclear kid, yes, pretty much. It simulates market regulation. I believe in the invisible hand (mod bias).
EDIT: I modified the Spending section of the rules. It now explains stat growth with more clarity, hopefully. Also, Flavius Aetius, as an addendum to my answer to your query, it will take less time if you don't spend too much industry.
Meeting was opened by High Chieftain Leffe of the Big Village. He immediately
addressed Chieftain Oalaic of the Eastern Coasts.
Oalaic reported that villages under his control were being attacked by raiders from overseas. This caused the assembled to be distressed.
Chieftain Aibbo of the Northern Tribes said that the Picts too have been attacked by the raiders. This caused more distress.
Leffe then asked the assembled what should be done. He first consulted Oalaic about what should be done.
Oalaic suggested ships of our own to counter this, as well as points from which raiders can be spotted early. He also suggested stronger defenses in the coastal towns.
Leffe requested Chief Paopces of the Wooded West to aid Oalaic. Chief Briopeic of the River Valley requested permission to speak.
He wished that an envoy be sent to try to reason with the raiders, to try and get them to stop. Leffe agreed to see about it.
High Druid Eifyei told the assembled that a mystical structure had been built on a weak point between us and the spirit world. He said that it would 'strengthen us all'.
Finally, we took a vote on Aibbo's proposition that we train wild horses for traveling and war. Majority agreed.
