That's right folks, it's that giant submarine from Metal Gear Solid 2 that barely deserves that 'Gear' at the end of its name (isn't a biped in the slightest, isn't a tank, can fire nukes but that's not its main purpose), Arsenal Gear!
To sum it up VERY simply; this thing was built to defend the internet-manipulating AI inside of it (that's right, that whole novel you get to listen to before the final boss of MGS2, I just summed it up into one sentence). I have no idea how you might use a unit to reflect that in Civ3, so I'm sure you'll be happy to make it serve as your casual massive and armed unit-carrier. According to various sources it can carry 25 Metal Gear Rays, plus a small army of well-equipped soldiers, plus its own missiles and the like. The thing really is huge, just look for some videos of it on Youtube and you'll undertsand.
