Having barbarian world and/or advanced start could explain it. The Dragon is usually built quickly after the barbs have enough cities.
so they just have to hold a really crappy city for 25 turns and they have him.

Don't think so. It's actually very common, at least in my games, that the Ai is dumping settlers on one square islands without ever founding a city.
Saving them for a future war? Although I really doubt the AI can plan like that.
