Help! Cant Play Civ 4 After Downloading Patch!

i downloaded a patch so i could play online, and it told me to install it. after it was installed, i couldnt play civ 4 anymore. it said

this application has failed to start because d3dx9-32.dll was not found. then it told me to try and re install it and i tried to, BUT IT WOULDNT LET ME UNINSTALL IT! someone please help me!
