Brazil in the Latter Half of the 19th Century

People disagree whether Emperor Pedro II caused the downfall of Brazil or whether he did everything he could to stop it, but either way he presided over the dissolution of the country. His social and economic policies led to tension between social classes and between the central government and local authorities. The Germans who were invited to help the government were content to stand idly by and let the country disintegrate and pick up the profitable pieces. By the time Pedro was replaced by his nephew Pedro III in 1891 the country had dissolved and the social and economic conditions were dire.

The abolition of slavery and the disintegration of the plantation agriculture led to a huge influx of former slaves and farmers into the cities in the last decade of the 18th century. Urban conditions deteriorated as did working conditions for those working at factories. The mismanagement of the economy meant that by the end of the century Brazil was a net importer of food. Industrial development was inefficient and the only source of revenue was the mining operations around Rio de Janeiro.

By the last few years of the century the traditional social order begun to break down and a new reality emerged. The large landowners, high government officials, aristocrats and military officers continued to support the monarchist government. They supported protectionism, greater government involvement in the economy, and believed that the deterioration of the country was due to the emancipation of slaves and the break down of the old agricultural social order (true to a large extent). The second group that emerged were the small middle class, the factory owners, government bureaucrats, and journalists. These intellectuals believed that the government mismanaged the country and that liberal reforms were desperately needed to fix the ailing economy. They pushed for the ideas of free trade, democracy, and capitalism.

The third and largest group constituted the disillusioned masses. These people saw that the country was in ruins, and the government was doing nothing for them. Socialist movements developed, blaming the government and the Germans for the current condition of the people. Socialist leaders promised people a paradise where the workers ran the government and received a fair share of the country's riches (even if the country didn't have any). Poor workers and farmers, and even ordinary rank and file soldiers eagerly listened to this message of hope and a better future.

In 1898 the mismanagement of the economy has begun to take its toll. Declining revenues from mining due to slacking demand in Germany meant that the government no longer had enough money to purchase enough food. Food and fuel shortages throughout the country resulted in multiple strikes and protests, but they were brutally put down. A major demonstration in Rio de Janeiro was crushed by the army leaving dozens of people dead on the streets of the city.

In January 1899 strikes and unrest resumed in Rio de Janeiro and by early February Pedro III was forced to sack his cabinet and bring forward a new government. His new appointee, Prudente de Morais, was an able administrator but a supporter of the current economic structure. He instituted rationing of food and fuel but did little else to alleviate the situation.

Demonstrations and riots continue throughout February and when the actions of the new Morais government are insufficient to restore order Pedro III orders the military to crack down again on the rioters. The troops refuse to fire on the protesters and in some cases join them. Prisons are opened and there is chaos in the streets as government buildings are attacked, Pedro flees Rio de Janeiro. The Socialist movement organizes the Workers Council of Rio de Janeiro which effectively gains control of the city.

Throughout March and April government troops clash with Socialist groups in Rio de Janeiro and other major cities in the country. Conditions in the city deteriorate and by March massive demonstrations "for peace and food" force the Socialist leaders, especially Alfonso Pena, to back down. On May 5th a new government is formed in a coalition between the monarchists, liberals, and socialists and headed by Campos Sales.

Throughout May and June the government restores some control to the country and food and fuel rationing begins to work. As exports of ore begin to flow again the government begins to prepare for a restoration of monarchist power. As money is spent on guns for the military instead of food Alfonso Pena quits in protest and begins preparations for a new wave of riots and demonstrations.

On July 4th Alfonso Pena leads an armed demonstration against the government in Rio de Janeiro. It is unexpectedly dominated by the radical members of the Socialist movement and demands switch from distributions of food to removal of the government and arrest of the Emperor. Following a violent clash with the military Alfonso Pena and his supporters flee Rio de Janeiro.

Throughout the summer and fall the government loses all control over the country outside of Rio de Janeior. Local socialist organizations or local bureaucracies take control throughout the country. In September Alfonso Pena and his supporters declare a Socialist Republic and pledge to establish a government of the people, excluding the old ruling classes.

In October 10th Pedro sends the army against Alfonso Pena's forces outside the city. Met with columns of civilians waving flags the army refuses to attack the Socialists and stands aside. The Workers Council of Rio de Janeiro organizes a plan to depose the government and on October 25th Socialist forces gain control of the city. The socialist soldiers on board the cruiser San Martin seize control and shell the government palace in what would become an iconic moment of the revolution. Emperor Pedro III agrees to abdicate in order to end the violence.

Campos Sales, the leader of the liberals, forms a new government in Rio de Janeiro, and attempts to regain control, but the Socialists appear resistant to a unity government. The monarchists, led by Prudente Morais, are hoping for German intervention to restore the monarchy. And the Socialists seem to be waiting for their turn.

The violent revolution led by the Socialist and Liberal groups in Brazil has deposed the rightful monarch and seized power. It is clear that the situation will not be restored without your intervention and we ask for you to send troops and restore order.

The Provisional Government of the Republic of Brazil asks for German recognition and support in restoring control over the country. Brazil is facing a humanitarian crisis and shortages of food and fuel, as well as civil unrest, and we request that Germany provide the necessary aid to help the Brazilian people.

The Socialist movement of Brazil rejects the German right to intervene in Brazil. The people of Brazil have spoken and they have spoken against German overlordship. We ask that you leave the people of Brazil and South America to their destiny, you have caused enough damage as it is.

From His Greatness, King Robert II of Virginia

Our troops succeeded in accomplishing a momentous victory this year, crushing a savage government and replacing it with a just and fair one. This victory we share with all those peoples of our common lineage, that of the western sophisticated type. For too long had the Miami harassed our border and insulted our people. They deserved the defeat they suffered, we only wished we could have accomplished the retribution without the loss of precious Virginian lives.

As it is now, I can assure you my reign as King will be one of progress, liberalism, and peace. I do not intend on ruling with an iron fist as my predecessor, King Sydney. Nor do I plan on furthering the Empire of Virginia past the current borders, as did my grandfather, Robert I. Instead I hope to enrich Virginia, a course that involves peace and trade with all our neighbors, and a plan that includes prosperity for those with whom we trade as well.

The Kingdom of Virginia will become once more a kingdom of peace, friendship, and prosperity. I hope that her neighbors will bare this well.

Minister Ludvig Ernst Bramsen was looking at the map that one of his underlings had brought him. The project he and his fellow ministers had designed would give many riches to the Empire if done correctly: building a series of bridges to join the small islands near the peninsula of Jutland would surely save lots of money in coal, as the ferries that continuously travelled between the small islands to the east of Jutland wouldn't have to travel as much as they normally did.

To create the project, he had called one of the best architects in the country, Thorvald Bindesbøll. Even at the age of 64, he was still a brilliant architect and his recent design of the new apartment blocks in the city of Ny Odense was being a thorough success, as people could live in them very well (as well as one could live in the heat of Africa, of course) with not much problem.

"What do you think, Mr Bindesbøll?" Minister Bramsen asked.

"Hmmm," he mumbled, then he took a pencil out of his pocket and drew several lines in the map.

"Based on my knowledge of the place, these are the best places to build the bridges you are proposing, Minister."

"How would you manage to build the bridge, then? There are several kilometres of distance between each of the islands."

"The depth at some points isn't very much, hardly a few tens of metres. It shouldn't be very difficult to place the supports down there."

"And why are there two bridges between Fyn and Jutland?"

"The way I see it," Bindesbøll answered, "Fyn would become the center of communications between all the islands and Jutland. A new train station should be built in that island, to make up for the rise of travellers coming and going through it."

"It would included in the project, anyway," Minister Bramsen said. "When do you think you will have the plans for the bridges?"

"Give me three weeks and I'll have the plans for the six bridges."

Mexico in the late 19th Century
The war of the 2nd Union had not affected Mexico as it had affected the other great powers. Mexico intervention was limited only to small naval raids and economic assistance. With the destruction of the 2nd Union Mexican leaders decided that a new defence policy was required to ensure that Mexico's fate was not the same as the 2nd Union and Great Britain. The Mexican Navy was steadily expanded over the next decade to become one of the largest Navies in the world. With this Navy no other power would dare attempt an invasion of Mexico. The sea lanes would be locked down and on land Mexico's army was still one of the largest in the world which was more than enough to repel any attacks.

Economically the destruction of the 2nd Union allowed Mexico to pick up many markets previously controlled by the nations of the 2nd Union. Mexico focused on building up Industry and modernizing the nation while at the same time keeping out of foreign entanglements which dragged down many of the other powers. In 1874 the first railway was completed linking up the Pacific Ocean to the Caribbean. This rail line running through Mexico City would be crucial in aiding Mexico's expansion into the Pacific in the coming years. In the 1880s Mexico managed to develop a strong shipbuilding Industry in the Pacific and Caribbean. During this time Mexico's merchant fleet tripled allowing Mexico to become one of the largest exporters of Industrial goods in the world. Coming into the 1900s the Mexican economy has begun to slow slightly however rapid population growth in California is expected to see a large revival of Mexican economic growth as more infrastructure and factories are created in the Northern regions.

Domestically Mexico prospered after the destruction of the 2nd Union. The reintegration of the Yucatan would be crucial in increasing Mexican nationalism in the coming decades. The tribal rebellions in the North would prove a minor problem. After crushing the various rebellions harsh laws were enacted against most of the native populations. Many were pushed into small reservations while the remainder fled North into France. Once the native populations had been defeated Mexican authorities began a push to colonize the Northern lands with ethnic Mexicans. The gold rushes in the 1880s would help increase the Mexicanization of these lands and coming into the 1900s the population of some regions in the North is starting to match that of Southern Mexico.

Politically Mexico continued to be heavily dominated by the conservative party. Several times the moderate party was able to seize power however they would generally lose the next election without making any major changes promised during their election campaigns. The working class of Mexico in recent years has begun to voice their wishes for higher wages and better rights. Several unions have even recently begun discussion on forming a political party to attempt to give better rights to the working class of Mexico.

Mexico's foreign policy throughout the latter parts of the 19th century was focused on securing domination over the Caribbean and expanding into the Pacific. With Florida, Haiti and Venezuela all becoming protectorates of the Mexican Empire Carribean has been considered a Mexican lake with the Mexican navy oftenly performing activities in other nations waters without their consent. In the Pacific after almost half a century of sending aid to Hawaii the Hawaiian King was offerred a deal. Hawaii would become a part of the Mexican Empire in return Hawaii would be given a certain level of autonomy from the rest of Mexico as well as increased aid to go to Hawaii. With several Mexican battleships just off the coast of Hawaii the Hawaiian King had no choice and Hawaii was integrated into Mexico. The Mexican navy was quick in constructing a large naval base on the Island which it would use as a launching pad into the rest of the Pacific.

The future for Mexico is looking bright. With a large growing nationalistic population and an abundance of natural resources Mexico is set to continue to dominate in Central and South America. Only time will tell what fate has set for Mexico.

Long have the German people been divided and the Kaiser accepts that our two nations both share the blame for this division. However in this time of uncertainty let us not stand alone in the dark, but united in the light of fellowship and brotherhood. Kaiser Federick Wihelm II of the German Empire here by extends the hand of friendship to our southern brothers in Austria. We believe as a base to our future relations a permanent NAP be made between our two nations. Perhaps with the paranoia of war on our minds we may further develop our bonds.
