Nesse in the First Age, Part 5
The caravan to the 'City of the Golden Spires' returns loaded with gemstones, silver, spices, and even a few divine 'magic' sculptures. Despite the tribute extracted by the Ram Barbs of the Great Pass, there is a profit for all the Nessian houses involved, especially the Lucans and the Ìademos. The caravan reports that the city no longer has golden spires, and is less populous and prosperous than Nesse, though it still has many great monuments and beautiful sculptures; its people are said to be experts in metalworking and masonry. New caravans have already set out and it seems that a new trade route has been established.
Sillius Soddus Dicchus is hailed as the first
Moderator of Nesse. For the first time in, well, nobody knows how long exactly, the city has a single person to guide it. Where there probably should have been chaos, Nesse now boasts a well-organised Senate the likes of which has never been seen in the known world. To some, it all seems truly inspired by the gods. But not everyone is happy.

Among the list of things being organised is the military, spurred by the threat of Cyrian invasion. Bonifacius
Ninticus is appointed official
War Leader for the city defences. Ninticus solders and the
Watchmen are being trained to defend the walls in battle and in siege. But there is only a handful of other volunteers for wall duty.
The official Army of Nesse, under War Leader Lucius
Wolf, attracts more volunteers from both the city and the outlands and is kept busy in training on the plains outside the city. This is one way for poor Nessers to make a living while avoiding the disease-ridden streets. A new system of rank and organisation gives good opportunities for promotion, regardless of social standing. Still, there are not as many volunteers as had been hoped. Understandably, the big clans don't want to sacrifice manpower and lose business. This is perhaps fortunate, since at this point the Wolf Clan is paying food and shelter out of is own pocket. Also, many still mourn the dead Nessers who were killed in the last Wolf Clan adventure.
Bear Clan shows interest in joining the army, but refuses to follow the army's chain of command and holds its own war games in the outlands instead.
The
Demetrii are really the only Nesser clan to be enthusiastic about doing their military duty, and it turns out that some of these talented craftsmen make equally talented soldiers. There are rumours of strange spear-throwing devices being made in Demetrii workshops.
Meanwhile, on authority of the Senate, the
Fire Clan founds the fort of
Incendia in the grasslands near Iaeda, guarding the easiest approaches to Nessian territory from the south. Clan
Ninticus sends some men for additional defensive training here. The fort begins as a humble camp surrounded by a palisade, but immediately attracts civilian settlement especially as mysterious bandits plague the area. Soldiers of the Fire Clan train in hit-and-run tactics to be used against Cyrians, but find some real combat experience as they patrol between Incendia and Iaeda.
The armies of Nesse are still a big mixture of elite troops and rookies, with all kinds of weapons used. Clan
Ninticus tries to keep track of things and encourage good ideas to be shared between the armies. Times are changing and it seems most of the Elite will now fight on foot, with heavy armour and long spears as their primary weapon. New chariots are being built to carry two soldiers, one being a dedicated archer, ideal for hit and run attacks.

A new water system is under construction, involving many of the city's craftsmen, and funded by the houses of
Alya,
Askani and
Lucan. Eventually a small aqueduct will carry water from the nearby hills, and flush waste through a repaired sewer into the sea. But for now disease is still taking a toll on the city, despite the best efforts of the
Hooded Order at treating the sick.
Demetrii craftsmen are employed to build various apparatus for the water system. An offshoot of this is new irrigation works in fields near the city.
The
Fiddlers experiment with new kinds of mortar, finding one mixture that is water resistant (concrete), but it can only be made in small amounts - it requires ingredients that are only found in the territory of Nabar, around the sacred smouldering mountain of the fire-gods. Traditional stoneworking methods are used instead; the
Silivus clan of masons becomes known for its work on the water channels, and they soon find themselves involved in the defensive walls around Nesse and the new town of Iaeda also.
The Fiddlers and
Ìademos scribes agree on a standard set of symbols for use in maths and geometry. This catches on and is soon in use by the city's craftsmen too.
Taxes raised to pay for the water system. People are unhappy about this. On one hand, they have a government controlled by debt collectors (not known for their charity) and subversive foreign interlopers. The Elites have now lost most of the prestige they held in previous years. Sinister rumours spread, as they always do. But it seems that Nessians appreciate the new and unusual sense of organisation spreading throughout the city; many new things are being built, and people are moving with a purpose. It also helps that the fortunes of the average Nesser and Outlander are still on the rise at this time. And so only the usual small riots occur to disturb the peace of the city.
House Tuxenius expands its metalworking business in Nesse and Uuta. There are also political goings on with the
Gelioners - thanks to strategic marriages, a new generation of the Tuxenius family finds itself equally entitled to using the Gelioner name, and with that comes a voice in the Senate... As of yet there is no other way for ordinary clans of Nessers to enter the ranks of the Elite.
The new outer wall slowly nears completion. The new taxes are diverted to the new water system, but there is some extra funding from Clan
Alya to augment the gate tolls collected by the
Ninticus gatekeepers, who (with help of the [/B]Watchmen[/B]) now have full control of the outer walls. The Ninticus also invest in miners and stonemasons, with the option of repaying through extra labour on the city walls; this is beneficial for all involved. Followers of the
House of the Horned King adorn the new main gate with a pair of large golden horns.
The outer city gate tolls reduced, while the old inner gate tolls are kept. This serves to deter lower-class ruffians entering the inner city, but it is unfortunate for the followers of the Horned God - they are demanding free passage for when their great new temple is finally finished. But construction is not being rushed, as the followers are content to have what will surely be the greatest building in the city.
In fact the rest of the inner city is becoming a quiet backwater, with many damaged buildings left to degenerate into scenic ruins. None of the Elite mansions have seen much repair work since the earthquake struck. Most of the Elites still have money problems also...

There is a hole in the finances of Clan
Dicchus and House
Ìademos. The
Askani begin to control the lending business; poor Nessers turn to them for fear that the Dicchus clan will abuse its Moderator powers and extort the masses. But some wealthier Nessers put their faith in Dicchus for the same reason, reasoning that Dicchus will not allow itself to go bust. Thus, rather than lending, Clan Dicchus now finds itself handling large investments and fiddling other people's money with the help of the Ìademos. Meanwhile the Askani lending house is opened as a shelter to the city's homeless; this gesture is greatly appreciated by the masses, but needless to say it interferes with business, and thieves also take the opportunity to rob Askani gold. The Askani name is tarnished in the eyes of the richer Nessers.
The
Alya and
Lucan clans cooperate with the
Watchmen and clan
Ninticus in rooting out smugglers. The Alya are especially keen to clear their name. Clan Ninticus organises trials of several suspects, but there is not the scandal that some had expected. The only proven criminals are those without official ties to the Alya or Lucans.
The fishermen of clan
Justo are left to go about their business in peace. The Justo now supply more food to the city than any other clan.
Lucan trade ships visit the Nyud kingdom, with some degree of success. It seems the Nyuds have little to offer except iron tools, grain, and some dangerously strong ale.
There is rising demand for shipbuilders and sailors, and this allows the
Delphino Clan to rise from obscurity. Clan
Alya teams up with the Delphino in a new trading venture; almost a dozen new trade galleys are built with Alya funds, but the venture is a big loss - Sea Kingdom factions won't give up their monopolies easily. Alya's efforts do at least cause a few cracks to appear, as they find a couple of merchants willing to do business in Nabar. Their efforts also result in Delphino clan members being accepted as apprentices by one of the Sea Kingdom trading houses, operating out of Nabar and Zantis.
While smuggling is closed down, there is a growth in thievery throughout the city, and a growing black market. Also, foreign goods are now being brought ashore outside Nesse, and dressed up as coming from outlands in order to get around the Customs House, which is now making as much money operating as a winery and guest house as it gets from customs duties. It is certain that the Exiles are involved in all this one way or another.
Clan
Masada is known for pushing the sale of slaves in Nesse...
The city has a growing demand for slaves and prostitutes, both low and high class. Few of the elites are able to afford the same number of trained concubines these days. And so the
Tusecksii clan emerges as a haven for dispossessed girls and women with 'special skills'. Without much in the way of competition from other gangs, the Tusecksii lay claim to the rougher streets of the city, and even seem to reach an agreement with the
Watchmen.
For those who take a dislike to the Nessian culture and are not inspired by the Horned King, there is a new religion -
The House of the Sacred Way takes inspiration from the practices of the
Hooded Order, raising the virtues of moderation and service to others, and holds ceremonies in humble dwellings. For now its numbers are small and it seems no threat to the Horned King.

On the isle of exiles, the
Moon Shadow and
Orange clans find themselves working together in the north. More exiles seek to join the relative sanctuary of Orange town. At the same time, the fortified town of Jacobi appears in south of exile island, said to be a training camp for assassins and spies. It seems the exiles are gathering into two factions, both of which are influenced by the Sea Kingdom - some of their sailors are even settling permanently at Orange town.
Meanwhile it seems that most of the surviving members of the
Thong clan have been murdered, allegedly by the
Mortuus. It seems the other exiles wish to prevent these troublemakers from stirring the Elites into action. If any of them survive, they are now likely to be slaves in foreign lands.

Clan
Alya competes with the
Askani and
Challoans for support from the outlanders. The Alya are unable to make much impression; the town of Uuta already has strong support for the Askani and Challoans. Askani moneylenders monopolise business in Uuta, while Julii Challoan II is appointed as official Magistrate of the town. Most Outlanders seem to accept the presence of the Magistrate, perhaps because there is not much for him to involve himself with. Most disputes between city dwellers and Outlanders are over the prices at the market.
The
Drezden seem hostile to all the Elites, and keep their distance from the city dwellers, although they continue to profit by supplying timber for its houses and ships. It is said the Drezden are gaining new recruits and have built new lodges around Uuta.
The
House of the Horned King gains followers in Uuta.
The
Stonehide clan digs deeper into the earth and profits from the city's new demand for quality stone and metal ore.
Sturdy beasts of burden are needed to shift these heavy items to the city. The
Syncerus clan cashes in on this.
Battle at Iaeda
Suddenly and unexpectedly, the
Rouge clan attacks the settlement of Iaeda for disrespecting the forests and cutting down the trees that hold the spirits of Rouge ancestors. Rouge archers attack from nowhere, indiscriminately slaughtering workers in the surrounding vineyards, which are soon set ablaze. Smoke and panic envelop the town. The defensive works are unfinished, but soldiers of the
Fire Clan are able to repel the attackers and protect the town itself.
Meanwhile, mysterious warriors wearing black bandannas terrorise the surrounding area, picking off lone travellers and herdsmen; it seems likely that the Rouge clan are behind this too. Although, clan
Masada continues to act as paid protection for caravans passing through the area, and they claim to see both Exile and Sea Kingdom ships landing on the coast nearby.
The Rouge clan fights several skirmishes with the Masadans. The Rouge lose many warriors and may no longer be a threat. It remains to be seen how other Outlanders will react...
New vine crops can be planted, but the damage is done. Clan
Demetrii and others also lose out on their investments. Having spent more on suring up the Dicchus business interests, the Ìademos are forced to postpone other expenses, especially the building of a great statue to Laban Ìademos, the original Scribe of the Law and (according to some) the father of the Senate and the Moderator.
Town of Riva
A few Outlanders settle down and yet another new town begins to grow, but this time it is not clear if it is actually in Nesse's territory or not. Nabar and the Golden Barbs could potentially claim it. It lies at the best crossing point of the north river.
Foreign Events
The Cyrians take time to assemble a great army of their finest warriors. In the meantime, the Golden Barbs claim some land from them and set up the 'Falcon Barbs' as vassals there.
It seems the Sea Kingdom is lurching into civil war. The Captains are being divided into two factions, known simply as the Red Sails (supported by Zantis) and the Blue Sails (supported by Nabar).
The great king of Nyuds has died and their chieftains are squabbling over who should be the new king.
A missionary from the House of the Horned King caused a riot in Nabar because offence was caused to the great whale-god Naburu the Bountiful.
Diplomacy
Message from Kyannur, God-King of the Cyrians and all the World, replying to Alya diplomacy:
Will we consider your offer? No. Here is what I say. Your 'Moderator' may be governor of your region, if he accepts me as his overlord. Our soldiers will have a fort next to your city and forts wherever else they like. We expect a fair tribute as we bring order to your part of the world. Do not call us tyrants unless you wish us to act as such. Do not send another man of Alya to talk to us, or he will feel an iron fist upon his skull.
Message from Golden Barbs, replying to Fire Clan diplomacy:
We may fight against the same enemy and we may share what we know. But we will not fight alongside each other. Your people are known for their sneaky and dishonourable ways. We do not think you have changed.
Message from the City of the Golden Spires a.k.a 'Agadas':
Greetings! I seems it has been over a hundred a years since we last had a caravan from you. At least, we think so. Our library is missing many of its tablets. Anyway we wish you well and hope that our trade will bring prosperity. The barbarians are an evil menace but they do not bother us much these days, now we give tribute to the Cyrians. We have experience in building waterworks if you care to make a small donation for our expertise.

Sorry this took so long. As usual its likely I've missed some things, but hopefully I can catch up in the next update.
I am willing to accept replacement names for the new towns and stuff!
Some people mentioned an 'Outlander Trade Federation' a while back, but much nothing is happening with this. Hopefully nobody was expecting to have hovertanks and droid soldiers

I imagine the outlanders are already trading happily with each other, with a big market for them at the town of Uuta, mainly trading animals/slaves and metal tools etc.
