AI hates hunting

Why don't you have hunting yet at 400 AD?
 
If every civ knows a tech, you get a multiplier bonus when you research it while new techs get no bonus. The overflow carries over to the next tech you research, so if you really need a tech, you can put 500 beakers into hunting and take a nice chunk out of the next tech. So if you don't need hunting/archery, you can save it as a tech multiplier for later.

Also, if you don't trade for it you can get another tech before You Are Too Advanced for Us. Also it's a waste of time early if you don't have ivory/furs.
 
Another possible answer is that hunting isn't particularly necessary if the enemy doesn't have horses and you don't have camp resources.

I've already took hunting from the Internet a lot of times :D If you don't have camp resourses and no need for archery units and of spears/pikes... had forgotten that) , there is really no reason to get the tech...
 
In isolated starts, I often don't touch horseback riding until post astronomy, when I start my overseas campaign, if then.
Unfortunately you get trade offers every turn.....horseback riding for advanced flight, while my transports loaded with tanks are sitting off your coast, yeah...right.
