Help! I'm at my wit's end! The gargoyles in The Cult won't spawn! :(

Hi there... so I don't know what I did, but SOMEHOW, the gargoyles in "The Cult" scenario stopped spawning, along with most of the other triggered events. So here is what I have done.

1. Uninstalled FFHII, deleting all the folders in the mod section that are part of it
2. Uninstalled Civ IV & the two expansions
3. Update to 3.19
4. Update to unofficial patch to 3.19
5. Install 2009_05_16_FallfromHeaven2041d.exe
6. Install FfH2041m.exe
7. Install BMforFfH2.exe
8. Install FfH2media.exe
9. Run FFHII
10. Open up the scenarios option, and start "The Cult"
11. As the Hippus, immediately take the Hippus's starting horseman to the guardian's pass, and go all the way up to the glowing portal. NOTHING happens, nothing spawns, no text messages pop up, nothing! Where have I accidentally turned off the option for that??
 
So I tried some other scenarios -- just the first one, the menagerie one, and everything seems to trigger normally. :( :( Somehow for THIS specific scenario, the trigger events and stuff seems to turn off...
 
Here is the save. on my machine, nothing spawns as I move the starting horseman up the pass, and I am pretty sure some message should pop up too, and it doesn't...

Confirmed. I loaded your save, the guardians don't spawn. I tried two other games, with the Illians and Hippus myself, no guardians.

Note that there were reports of spawning failing before.
