It's probably a matter of personal choice. Any of the cities you mentioned (and Marib too) would make good first capitals, it depends on the period you are interested in I guess.
Pre-Islamic Arabia is tricky because, despite all being Arabian, all the various regions (South Arabia, Nabatea, Gerrha, Oman, Hejaz, etc) were effectively seperate civilizations, albeit with related culture. A fascinating period in a fascinating region.
Still, there are some problems like "Nerik" for "Nerikka" and the Aramaic "Sam'al" for Hittite "Yadiya." Plus, while modern scholarship nixes the declension endings, actual Hittites would've been adding as and ses all over the place.
Finally, at least for my games, as good a job as it does of covering the major sites, it's just too short. So here are some more for people who're curious (or still playing ANCIENT EMPIRES SERIES #2 (3500 BC) "Seeds of Greatness - The Early Empires" like I do.)
Near as I can figure, all of those except for Seha River Land were cities or tribal areas compact enough to get a URU tag.
Notes:
1) Omitted Ugarit (Hittite: Ugarittas (?)) and most of Hittite Canaan, since it seems better to give that region its own list.
2) Omitted region names (Wilusiya, Ahhiyawa) where I couldn't find a source using it as the name of an actual city.
3) Included cities from Kaska, Lukka, Arzawa, and Proto-Armenia (Anatolia, basically) where the Hittites were known to have owned or destroyed them.
4) Ts and Ds are pretty interchangable. Ditto K/G and B/P.
5) H is really Ḫ, which is a guttoral Hebrew Chy kind of sound, so sometimes you'll see "ch" or "kh" in those names.
6) You see š in scholarly Hittite names because they used the Akkadian sh cuneiform syllables, but they didn't actually say "sh" - just "s."
