I'm not sure I understand the listings of the GP techs. Do you get the highest tech on the list for which you have all the prerequisites? Is there a full post somewhere explaining how it works?

Yes, I think it's technically culture-based and not when the city was founded.
 
I removed all pre-requisites from the tech tree to get an accurate great people tech sequence.

Came across this post, while looking for info on bulbing techs. I edited it down to show the first few techs that were listed in each GP category. I'm assuming that the author listed the techs in a random order, and that the usual pre-reqs apply. Couldn't imagine having these techs so early in the game.
 
They do. You do not bulb "the first tech in the list that you do not have", but rather "the first tech in the list that you can research"
