Dear Sir Arne of the Norwegians. With all due respect, though we agree that abuse is a constant concern we feel that nepotism within the UN is a grave concern to the United States. What we recommend is the UN approve the chariatable organizations. The organizations will have oversight and transparency of all aspects of their organization.

Our main concern is that without a strong UN involvment, cooperation between the organizations might fail, and money be needlessly spent on administration.

Economy of scale also become an issue, a nation-wide UN action, might be able to benefit from economy of scale, moreso than charitable organizations.

Ethiopian goverment is now ready to support American proposal however with some inovations. We agree with Norwegian Ambassadors insistence on education of local litterature and culture, but there is also needed program all children should know offical language in their country. Many countries have one language which is very useful also in foreign relationships, very influental for further development. But we support French ambassador in choosing of foreign language. Enforced English book is discrimination. Foreign language is influental, and schools should choose what will be their foreign language according cultural traditions and market relationships.

Thank you for your vote of confidence and your point on economies of scale are very strong. The massive global purchasing power of the UN should not be understated. When it comes to publishing and providing the volume of material needed the UN should take the lead.

Could it be said that if the charities are willing to help these people and their communities by managing and monitoring these projects.

In other words, we've avoided an unnecessary cost of too many cooks in the kitchen by employing these dedicated people who are already in Cambodia, Sudan and India.

My most honored representative from the United States, here's what Italy says about these plans and while we support the basic premise, we have some small problems with your proposed solution.

Memo to the UN from Mr. Midwest Whomper of the US:

The facts: Of the 770 million adults in the world who can not read 2/3 are women. 30% of rural children in developing countries are not enrolled in school.

We propose a four step process.
1. Build reading rooms through a challenge grant program . This means the community will provide the land, materials, labor, security and a dedicated librarian for the construction of these projects.

Since many of these countries do not have a book publishing industry the US is commited to working with our book publishers to provide books both in English and promote local writers by publishing books in the local language and culture.

As my most respected representative from Norway stated, private companies are not the most trustworthy of people to have these project completed. We believe it would be better if the UN created a non-profit organization to do these translations.

2. Constrution of libraries. It will again be necessary to get the commitment from the community. If the community has shown commitment to the reading room concept we should provide funds to build libraries in the local architectural style to promote local pride and enpowerment. In this way we ensure that the schools are committed to the library and will continue to sustain it.

I think it would be in the best interest in the UN to build these libraries with our own money provided with charities.

3. The final construction phase. Build and expand schools. Once the community has commited to the first two steps we recommend the building of schools.

The nation of Italy fully agrees with this plan, but would like to extend it further in having a great nation like the United States help train these teachers to make these schools better.

4.The last step we recommend is the global community put pressure on governments to forgo their cultural bias and allow young girls free education.
As an example, in Cambodia at the primary level 91% of girls are enrolled in school; at the secondary level, only 19% are enrolled; the number drops to 7% at the upper secondary level (grades 9-10).
In the meantime, we should provide scholarships to these young girls.
The benefits are enormous.
  • For every year a girl remains in secondary school, her wages increase 10-20%.
  • An educated woman has fewer children, so population growth is slowed.
  • Infant mortality rates decrease by 8% for each year a woman stays in school.
  • Family health and nutrition rise in the home of an educated woman.
  • An educated woman is more likely to educate the next generation.


The nation of Italy fully agrees with this idea, but wonders how we can make sure that these nations follow these ideas? Would it be in our best interest to punish nations that don't follow these guidelines.

We recommend the UN constructs a list of global organizations that are dedicated to this cause such as roomtoread.org and Oprah Winfrey's school in South Africa. This should not be an area that the UN runs due to bureaucracy and simply monitors the organizations that are on the ground already. Last but not least, our taxpayers will given a break on withdrawls from retirement accounts that are gifts to the cause of illiteracy by allowing up to $100,000 be withdrawn tax free.

We think it is in our best interest to have the United Nations run this for their is not the guarentee that using independent countires will work fully.

Agreed. There's no winning and losing ultimately. The honor system and spoilering makes sense to me. Knowing how complex it is for Thunderfall to create and archive the MTDG private forums I think spoilering is best.

I suggest a new thread might be needed, opened by the Secretary General, and whose first post will contain not only the resolution but the various propositions by each member.

Whle HMG wholehartedly supports the laudable aim of increasing liberary access it feels compeled to question the absence of provision for localised rural educational materials in those areas so remote as to be beyond consideration for such a scheme.

The greatest levels of illeteracy occur in isolated villages. To obtain the optimum return on funds resorces need to be moved to those who cannot move to such eduational facilities as are already in existance. We therefore favor a small scale localised approach. The mountain must move to Mohamed.

With particular regard to the larger scale and more centralised liberaries suggestion HMG has concerns about the placement of infrastructure. Given the fractured nature of many developing countries it would be undesirable if development grants were to be used to reward political/ ethnic/ tribal or religious loyalties. While it would be counter-productive to appear paternalistic or to infringe the soverignty of developing nations it would be deeply regretable if this vital project were to become, what the Americans refer to so colourfully to, as pork contracts.

HMG therefore requires systems in place to insure these funds go to those who most require it, especially those least geographically and politically favored under the status quo.
