So I've built the intelligence small wonder and discovered espionage, yet when I click on the espionage button or on the embasy button at my capital I get no love. All it will still let me do is investigate city, or steal technology. Is there something more to this I don't realize or is this part of my game all messed up?

So I've built the intelligence small wonder and discovered espionage, yet when I click on the espionage button or on the embasy button at my capital I get no love. All it will still let me do is investigate city, or steal technology. Is there something more to this I don't realize or is this part of my game all messed up?Meneer Popken

Use the pentagon button next to the city with the espionage wonder.

Click on the special icon next to the city name where you built your agency. Then you'll get a little option list to pick which civ you want to SPY on ... oh ... and how much it would cost. I can't help you past that though...I've tried about 6 or 7 times and I always get caught. 
Although once the Japanese declared war over my failed attempt. That was sweet...gave me an excuse to try out my shiny new battleship. Man, are those bastards big or what?
