as you all know, we have proposals that we should have bandits traveling around the nation and robbing people traveling thru it. this is great!

i have an addition to this proposal:
we could have police also. the national police could be run as office with a chief and policemen. the policeman will be "stationed" in cities, which would mean if a robbery would take place in the city radius of a city with a police station, the suspected "robber" would be placed up for a trial and if found quilty put into jail until he paid a to-be-specified fee or for a to-be-specified time. also, a policemen can be placed on tile not belonging to a city and gets a 1-tile radius around him which is robbery-free.
also, if a number of robbers outnumbering the (policemen+shopowners) of a city are placed in a city, the robbers there can rob a shop located in that city or even a bank.
example:
city x has 2 policemen stationed. 2 shops are also there.
if 4 robbers are in that city, nothing happens. as soon as 5 robbers are there (5>4) they can rob one shop each week, which will gain them 50% of the income of the shop for that week. If another policeman moves into that city, they cant do this any more. If they try anyways, they get caught and are put to jail.

this would be like a "catch the citizens" minigame in the rpg forum, where robbers will moove to try to catch travelers and the police-chief will try to cover all cities with policemen and ensure secure travel.
the police chief could be polled upon at election time.

advantage of this proposal:
* the more developed our nation gets, the more complicated it gets for robbers to do their job.
* more people get jobs, as we would need policemen (1gpt position?) and a chief of the police (2gpt position?)
* even more, as we need a prison (1gpt wards, 2gpt director?)

another addition would be that government officials can be "scouted" by policemen. if the number of policemen in a scouted travel of an official outnumbers attacking robbers, they get caught (...). if not, normal robbery fees apply. maybe the robbers then get an additional "bonus" gold amount onto those.
