Is there a way to choose the CIV you want mid-game?

There's so many times I choose CIV A only to spawn on a map that's perfect for CIV B. Is there a way to change your CIV once the game has already started? If so, does it take a bunch of code hacking to accomplish? Or is it quite simple.

Enlighten me!

It doesn't seem to work on the In-Game Editor either. I once started near a ton of marsh, and then I thought, Netherlands...

I think it's possible to save just the map, and then maybe start a new game on that map.
