Civ V on the Surface

I'm trying to run Civ V on my Surface Pro 4. The Launcher opens fine. The first time I open it after install, it plays the intro video like it should (I've reinstalled the game five times in the past two days). The problem is that after that, the screen goes black and nothing happens. No loading screen, no menu, just black.

I'm running Windows 10 and DirectX 12. I've tried Compatibility Mode and running as admin, but nothing changes. Any help would be appreciated.
