Luxury not connected

I have built the relevant improvements on two luxuries, Ivory and Copper, in my current game but am getting the option to trade FOR them from other civs, and when I check my happiness there is no evidence that I possess either luxury. I'm playing several mods but I have never had this problem before.

To figure this out, I would suggest posting screenshots of the relevant cities and your resource listing (top left menu, where it normally shows what tech you are researching). A save file would also be helpful, but that should be accompanied by a list of mods.
