Backfired Camels? Do you mean Zamburak :)? No, since CL's Afghanistan has Zamburak already.

EDIT: since I more or less found out how to do E&D, I'd appreciate E&D ideas for any of my existing civs, preferably those with an infographic in the OP(s). Don't make it too complex, though. I'm not that good with lua!

I'll repost some of my ideas for you. What got me was trying to do anything that involved random civs/cities.
 
Here's what I had on my list to try and do:

Sikhs:

Rebuild the Harmandir Sahib
Requires: 1 Great General (in Capital), Faith, 1 Magistrate, Renaissance or later
Grants Harmandir Sahib World Wonder in Capital (+1 Faith per defensive building in the empire).
-Was planning to use the More Wonders Harmandir Sahib wonder, with permission

Establish the Khalsa
Requires: 2 Magistrates (hadn't planned other requirements yet)
An Akali Nihang General and three melee (or gunpowder) units appear outside Capital. Sikh units gain defensive bonus in own territory.

Event - Composition of Prem Sumareg
Outcome 1: (Patronise the author) -Faith, Gain "Prem Sumareg" Great Work of Writing
Outcome 2: (Suppress the author) -Gold, Gain a lump sum of Faith
-I hadn't particularly thought this one through too much.

Event - Religious Tensions
Outcome 1: (Toleration) -lump sum of Faith, all cities gain 1 population
Outcome 2: (Expel the Unbelievers) -lump sum of Culture, gain lump sum of faith (or 1 Piety, if using P&P) and 1 Missionary
-Was working through balancing Outcome 2 on this one.


Azerbaijan

-Hadn't worked through this one too far yet, but Azerbaijan was an early leader in women's suffrage.

Fund Deepwater Oil Development
Costs: 1 Great Engineer (or Merchant), 2 Magistrates, must have a coastal city, Biology tech
All coastal cities gain 1 Oil, all sources of Oil generate +1 Gold.

Event - Nizami Ganjavi
Outcome 1: (Patronise) Gain a free Great Writer, can create unique Great Work of Writing (hadn't chosen which one yet)
Outcome 2: (Leave alone) Gain lump sum of culture
Outcome 3: (Suppress) Gain nothing.

Event - Mugham Becoming Popular
Outcome 1: (Support) Gain free Great Musician
-Hadn't worked out any other outcomes yet.


Wallachia

Establish the Order of the Dragon
Costs: 2 Magistrates, must have a State Religion, lump sum of Gold (increases with number of cities)
Each city following your State Religion gains a free defensive building (hadn't worked out exactly how to do this without giving all defensive buildings in the attempt), Wallachian units gain a combat bonus in own territory.

Patronize the Monasteries
Costs: 1 Magistrate, lump sum of Faith (increases with number of cities), must have a State Religion
Gain 1 free Monastery (would be the UB in Vlad's case) in all cities.

Event - Disloyal Boyars
Outcome 1: (Suppress) Current production in city is hurried. -1 Population in that city.
Outcome 2: (Do nothing) City enters resistance (number of turns scaled by game speed)
-This event needed script to select a random city. That was ultimately beyond my capability. The second hurdle would then have been to hurry current production, but I never got that far.

Event - Emissaries from *insert Civ*
Outcome 1: (Nail Hats to Heads) Gain lump sum of faith (increase with number of cities), 20% chance of denunciation from *Civ*, 10% chance of war from *Civ*
Outcome 2: (Treat Emissaries Well) Lose lump sum of faith (also scales as above), 10% chance of a Declaration of Friendship from *Civ*
-This event needed script for a random Civ, which proved to be beyond my capability. I'm fairly certain everything else would have worked, though.

Bonus Event - Abraham van Helsing
Outcome 1: (Kill Him) Enter a Golden Age.

Wallachia and Yugoslavia were the two test cases I had attempted for E&D.



SFR Yugoslavia

Found the Non-Aligned Movement
Costs: 2 Magistrates, must be allied with a City-State, must have a Declaration of Friendship with a Civ, World Congress must be founded
Gain 1 Delegate for each Declaration of Friendship (uses dummy buildings in capital)
Gifts to City-States 10%-20% more effective (was going to balance once I'd gotten the script down)
-I'm fairly certain this one as I have it should work, but I haven't been able to test it (had not added the city-state part to the code yet, either).

Reorganize the Yugoslavian Economy
Costs: 2 Magistrates, lump sums of Gold and Culture (scaled by number of cities and to keep each from being too expensive)
Each specialist produces +1 of its base yield and GPP (utilizes dummy buildings).
-I never did get this one quite down, which is why they haven't been tested.

Event - Croatian Spring (placeholder name based on that event)
Outcome 1: (New constitution) Gain turns of We Love the King Day in city (scaled on game speed)
Outcome 2: (Suppress) City enters turns of resistance (also scales)
-Needed random city coding, which was beyond my ability (this is a fairly consistent theme, lol)

Event - Failed Assassination
Outcome 1: (Reform Intelligence Agency) Lose lump sum of gold (scales on game speed), gain free anti-espionage building in capital, all spies rank up.
Outcome 2: (Warn Civ's Leader) Gain WLTKD in Capital, 20% chance of Denounce from Civ, 10% Chance of DoW (based on his famous threat to Stalin)
Outcome 3: (Do nothing)
-Also required random coding, this time for a Civ. Still beyond my ability.


Pakistan

Build the Lahore Fort
Costs: Hadn't quite worked out. Probably would have used a Great General.
Gain Shahi Qila Wonder (wonder made by regalman, forgetting effect atm, but had messaged for permission and was granted - sorry I never got that far regalman!)

Protect the Religious Integrity of Pakistan
Costs: 2 Magistrates, must have State Religion, lump sum of culture (scales on number of cities), -1 population in every city
Gain lump sum of faith (scales on number of cities), all followers of other religions in your cities converted to your State Religion, +1 Piety if using P&P

Event - International College of Science
Outcome 1: (Host) Gain amount of science equal to total income from trade routes in empire
Outcome 2: (Do not Host) Gain amount of faith equal to total income from trade routes in empire
-I was considering having Outcome 1 only use Foreign and Outcome 2 use Domestic trade routes, but was unsure of balance

Event - Conservation of Archaeological Treasures (based on arguments on what to do with areas around the Indus Valley, Mohenjo-Daro was mentioned specifically in my research for this)
Outcome 1: (Protect) Gain lump sum of culture, Great Works provide extra tourism (not sure if the latter is possible; if not, gain 1 (or 2) free Archaeologist(s))
Outcome 2: (Do not Protect) Gain lump sum of gold, gain free Great Merchant
-Only fires after Archaeology is researched


Cordoba

Construct the City of the Flower
Costs: Had not decided
Gain Medina Azahara World Wonder in capital (wonder made by regalman, don't remember effect atm, had requested permission to use along with Shahi Qila wonder)

Appoint Ibn-abu-Amir as Master of the Mint
Costs: Had not decided
Gold cost of uprading units reduced by 33%. Allied Militaristic City-States 5-10% more likely to gift units.

Event - Ornament of the World
-Was only in planning stages. Would have represented Cordoba's standing in the eyes of its contemporaries. Ideas for outcomes: (Increase Foreign Trade) Gain 2 Trade Routes using dummy buildings if possible/(Regulate Foreign Trade) Gain faith, meant to represent staying pure. Now that I think about it, I might have re-worked this one a bit, so Outcome 1 would give more benefits from trade routes (but lower Piety if using P&P), but Outcome 2 would have increased religious pressure from trade routes (if possible) and granted a missionary or two (increasing Piety if using P&P).

Was working on a second event, but did not have one nailed down. Since the fire camels are awesome, the Ibn-abu-Amir decision could be changed to an event where making him master of the mint instantly upgrades military units (costing some gold per unit), or not doing so causes barbarians to pop up? (He was made Master of the Mint, so with his influence, I think that'd be fairly safe to presume he'd do).

I messed up posting the Pakistani decision; it's a one-time +1 to Piety, but I wasn't sure if once per era was too powerful or not.

Thanks! Some of these might be harder for me to code than others, so I'll probably adjust some of them. About the free World Wonders, are they essentially civilization-specific World Wonders, or do those events only activate if the mod adding the wonder to the game is active? I'm not so sure about free World Wonders, though.

I've no idea how to implement events that give different effects if this or that mod is activated. I'd like to add some events involving Piety, though. Maybe taking a look at some of your mods will help.

Something else then. A general question; do you think Samuel of Bulgaria as the leader of Slavic Macedonia is essentially like Gajah Mada being the leader of Indonesia? It's historically inaccurate. Might have to change the leader to a modern leader to avoid too much criticism, while putting Samuel in a third Bulgaria, though I don't prefer that.

I might try to code some up again, but I'd be avoiding anything random like the plague. I definitely keep Piety in mind when I brainstorm; once I have a better idea how Prestige will look, I'd look for opportunities there, too.

I also meant for each Piety adjustment to happen once. Probably could have worded that better.

@ DJSHenninger: The World Wonders would be pretty much Civ-Specific, loading only when that mod is active, like St. Mark's Cathedral for Tuscany (at least as I have it pictured). I usually try to find non-Wonder things, though, but the Harmandir Sahib and Medina Azahara are so iconic for those Civs. The one for Pakistan I came up with because I hadn't had any better ideas at the time.
