Napoleon loses his marbles

In early game, I promised Napoleon I would not settle near his lands again.

He managed to found a city far from "France" by taking advantage of open borders to march an army through my lands to fight and win a city from Carthage.

Then came my war with France. I fought my way to Paris and, after seizing it, had all his cities but the distant one he had grabbed earlier from Carthage.

Just at the point where Paris fell to me, the AI announced that I had honored my promise not to settle near French lands!

It was fooled by the remote city he had taken that was the only city he had left - no, I had not settled near there, because I was busy taking everything else he had.
 
AI: "Don't settle near my lands"
Me: "Ok"

A few turns later AI settler ambles up to my borders and drops a city.

AI: "I told you not to settle near my lands. DENOUNCED"
Me: "but... you were the one who..."
Rest of the AIs: "CHAIN DENOUNCEMENT!!!1!11!"
 
I received a "honored my promise not to settle Russian lands" notification several turns after Catherine had declared war on me.
