Is there a list somewhere that shows what conditions are required for some of the various UN resolutions, such as trade embargo, to come up for a vote?

I don't think the UN can do war declarations or trade embargoes, well short of modding the game that is

According to the BtS Civilopedia it can, but it doesn't tell you what the requirements are.

What do you mean by requirements?

If by vote then its the same percentage as Diplomatic Victory

By requirements I mean the conditions for a particular vote to appear. The AP specifies what conditions are required to declare war, stop trade, exchange cities, etc. But it doesn't tell you what the requirements for these motions are for the UN.
