Cities will claim the closest tiles to them (aiming for resources) and it doesn't matter if the closest unclaimed tile available is within your borders, it will claim it
This happens often when you capture enemy cities. It distributes the tiles between the two cities based on some sort of order with which the cities claimed the tiles, so frequently you'll see a major city having "sattelite" tiles within the area that is now your tiles but used to belong to them.
Egypt's culture in the neighboring city is a lot more than your city that neighbors Egypt. Meaning Egypt is able to buy tiles with culture a lot faster than you. Normally you see this with Brazil.
